Orange County is seeking a highly qualified individual to fill its Compliance, Employee/Labor Relations & Training Administrator position. As the Administrator, you will report to the Human Resources Section Manager and be responsible for overseeing the operations of the Compliance, Employee/Labor Relations, & Training section in Human Resources Administration. You will facilitate and ensure the consistent application of Orange County policies, procedures and collective bargaining agreements.

Administers the Compliance & Employee / Labor Relations section within the Human Resources Division. Resolves complex issues relating to collective bargaining agreements, policies, procedures and performance. Provides leadership in the design and implementation of Human Resources programs.
Work requires independent judgment and is performed under the general supervision of the Human Resources Section Manager.
Representative Duties/Assignments
Bachelor's degree from an accredited institution in Human Resources Management, Business Administration, Public Administration or a closely related field and six years of professional level human resources experience in employee relations, labor relations, labor negotiations or closely related field to include three years supervisory/large project management experience. In lieu of the degree requirements additional relevant experience may be substituted on a year for year basis.
Preferences
Experience serving as a key representative in labor contract negotiations
Master’s degree from an accredited institution in specified areas of study
Professional certification in a related area

Representative Duties/Assignments
- Assists the Human Resources Section Manager in the administration of the County’s compliance, employee and labor relations programs.
- Provides leadership oversight of the Compliance, Employee/Labor Relations & Training Team (s).
- Administers the County’s human resources compliance program, ensuring procedures, processes, documents, and posting requirements are in line with applicable federal, state and local laws.
- Partners and consults with County management and employees to identify organizational and employee development needs and works collaboratively to develop strategies and tactics designed to meet targeted needs; facilitates and/or delivers tailored programs responsive to this work.
- Leads the talent development and leadership performance management processes. Aligns leadership development, performance management and other initiatives with identified short and long-term goals.
- Provides recommendations on strategies for promoting and managing change; develops implementation strategies for communication, coaching, training, accountability, and rewards to reinforce adoption of change.
- Oversees interdepartmental committees and supervises the design and implementation of their programs intended to promote improved customer service and workforce performance through professional development, employee engagement, rewards and recognition for employees, and interdepartmental process improvements.
- Conducts monthly, quarterly and annual compliance audits of human resources employee relations programs.
- Demonstrates leadership and expertise in applying knowledge of County policy, bargaining unit agreements, past practice and applicable law.
- Provides operational guidance to management and Human Resources in overall compliance with approved bargaining unit agreements and County policy, and adherence to established employee relations processes.
- Assists in representing management in labor contract negotiations or coordinates such representation with contracted services and/or Orange County staff as appropriate for contract negotiations and the resolution of labor disputes.
- Analyzes collective bargaining agreements and related documents/practices to interpret and clearly communicate the intent and terms of agreements.
- Prepares employee and labor relations reports and presentations as requested.
- Advises management on applicable employment law or the appropriate and consistent application of respective bargaining agreement articles and/or County policies to address deficient employee performance, discipline, corrective action or other employee/work environment issues.
- Leads the County’s dispute resolution process. Assists management in pinpointing sources of employee relations or workplace issues and proposes potential solutions.
- Supervises assigned staff.
- Conducts employee and labor relations training as needed.
