Job Description
General Functions
This position performs professional and administrative duties in the development, coordination and maintenance of contracts for Orange County.
Distinguishing Characteristics of Work:
This is highly responsible professional work administering a contracts compliance system. An employee assigned to a position allocated to this class of work is responsible for the administration of all contracts not delegated to a specific department or authority.
Duties are performed under the general supervision of the assigned supervisor who reviews performance through conferences and analyses of completed assignments.
Representative Duties/Assignments
Bachelor's degree from an accredited institution in Business Administration/Management, Public Administration, Nonprofit Management, Project Management, Finance or Financial Management, Supply Chain Management, Human Services, Social Work Administration, Legal Studies, Contract Law, Government, Public Policy or Education and two years of experience preparing and/or monitoring contracts. Work experience in a closely related field may be substituted for the required degree on a year-for-year basis.
Preferences
Experience preparing and/or monitoring contracts in the public sector.

Representative Duties/Assignments
- Formulates and prepares Requests for Proposals for human service contracts.
- Provides oversight and management of assigned caseload of human service agencies contracts. This includes, but is not limited to performing monthly/quarterly monitoring and review of contracted outcomes and units of service for compliance.
- Assist with the fund distribution process, to include but not be limited to reviewing funding proposals submitted by organizations.
- Schedules and participates in pre-bid/proposal conferences, Professional Services Review Committee meetings and oral presentations.
- Assists with providing orientation and training to new and returning Citizens’ Commission for Children/Citizens' Review Panel Advisory Board Members to ensure contracted services are cost effective and measurable.
- Formulates and prepares Board agenda items, contract amendments, task authorizations, and change orders.
- Manages established budgets and all other fiscal duties as required for RFP and/or Scope of Work, including monthly invoices..
- Evaluates proposals to determine most responsive and responsible submittal. Evaluates proposal responses, pricing data, scope of services and contract terms.
- Recommends the continuation/discontinuation/cost reimbursement of program services to Management.
- Serves as division representative in meetings with professional service firms on selection criteria and evaluation process. Interacts with consultants, contractors, vendors and using divisions on document preparation, policies and procedures.
- Reviews negotiated change orders to track percent of contract price increase and reviews amendments/task authorizations and pay requests for conformance to contract terms and fees.
- Formulates standard contract terms and conditions.
- Develops and maintains procedures and computerized database for contract administration, monitoring, and tracking of professional service and construction contracts. Maintains monthly and quarterly tracking logs of contractual units of service.
- Maintains agency's contact logs to document and track services compliance.
- Assist in the development of purchase orders and contract amendments. Assists divisions in developing award criteria and negotiation of prices for professional service contracts.
- Performs other related duties as assigned.
