What are the responsibilities and job description for the Criminal Justice Resource Director position at Orange County Government?
The Criminal Justice Resource Department has an opening for a Criminal Justice Resource Director. The Criminal Justice Resource Department (CJRD) directly oversees and staffs the county’s Pretrial Services program, substance use treatment courts, pre-arrest and post-charge diversion programs, the CJRD Clinical Coordinator, the Youth Behavioral Health Liaison, the Restoration Legal Counsel office, the Lantern Project, the Policing and Mental Health Diversion Collaboration (CCDR team), the Street Outreach, Harm Reduction and Deflection (SOHRAD) program and OC Youth Build. The CJRD also serves as the Intermediary Agency for the Local Reentry Council.
The work involves the responsibility for overseeing all CJRD programs, preparing an annual budget, developing program procedures and protocols, facilitating communication and coordination among partners in the criminal justice system and providing staff support to the Criminal Justice Advisory Council to assess, monitor, plan, and evaluate services.
CJRD currently consists of 22 permanent and time-limited positions and operates with a $1.3 million annual budget: county net cost of $643,000. The CJRD seeks to support individuals at risk of legal system involvement, those currently in the legal system and those facing barriers due to legal system involvement by increasing jail alternatives, opportunities for deflection and diversion from the criminal legal system, and providing treatment needs assessment, case management, harm reduction outreach and programming for justice-impacted individuals with the objective of safely reducing the numbers of individuals diagnosed with mental illness and/or substance use issues in the legal system and in detention, safely and successfully reducing overall rates of pretrial detention, reducing recidivism and addressing pervasive racial and economic disparities.
The Criminal Justice Resources Department Director works under the general direction of the County Manager or Deputy County Manager, as designee with considerable flexibility to exercise independent judgment within the framework of applicable rules, regulations, policies, and procedures in the performance of duties, both in terms of planning and accomplishing work as well as considerable leeway to exercise independent judgment in performing assignments of this position within strict guidelines with a high degree of accuracy and respect of confidential personal information. Supervision over others is required of this position. Position does related work as required.

MINIMUM QUALIFICATIONS
Graduation from an accredited college or university with a bachelor’s degree in public policy, Political Science, Sociology, Psychology, Economics a closely related field AND five (5) years of progressive, responsible criminal justice system policy experience AND two (2) years of work experience serving as an administrative head or deputy/assistant of a similar department with responsibility of the direct supervision of others and program budgeting, OR
An equivalent combination of training and experience as defined above. A higher degree does not substitute for work experience.
A master’s degree or Law Degree is preferred.
Behavioral health knowledge, experience or training is preferred.

SPECIAL REQUIREMENTS
Possession of or ability to readily obtain a driver’s license valid in the State of North Carolina for the type of vehicle or equipment operated.
