Orange County Utilities is seeking a highly qualified individual to fill the position of “Program Coordinator”. This position performs responsible work with limited supervision and oversees the procurement and payment of supplies, services, commodities and equipment for the Utilities Department. Work involves supervising the department’s procurement functions, communicating with department staff, vendors, and other Orange County divisions including Finance and Procurement on purchasing, receiving, and invoicing problems and processes. Duties are performed under limited supervision of the Financial Administrator and are reviewed for compliance with division objectives and policies for the achievement of desired results.

Job Description

Representative Duties

  • Provides support and guidance to staff and the Utilities Department’s division representatives on procurement and accounts payable matters.
  • Oversee the daily activities of assigned staff to allow them to complete their work efficiently and effectively.
  • Monitor purchase requisitions and invoice aging list and coordinate with staff to ensure timely processing of work according to established guidelines.
  • Review and approve contract purchases in Maximo and the Advantage Financial System.
  • Review, approve and process change order requests for contract and non-contracted purchases.
  • Review Procurement Card (P-card) monthly statements and approve transactions for assigned staff.
  • Work with vendors, internal customers, the County’s Procurement Division, and the Comptroller’s Accounts Payable department to resolve any purchase or payment issues that may arise.
  • Review division budget accounting lines as needed to ensure that sufficient funds are available for purchase requisitions and invoice payments.
  • Ensure that all purchasing and payment records are organized and maintained.
  • Perform fiscal year end/start – up activities to ensure successfully close and starting of fiscal year.
  • Supervise, mentor and train assigned staff and monitor work performance. Complete annual performance evaluations.
  • Review, edit and approve employee timecards in Kronos.
  • Attend meetings with vendors and Orange County personnel as needed.
  • Assist with the development and implementation of processes for the assigned section.
  • Ensure all established procedures and guidelines are disseminated and adhered to.
  • Work harmoniously with staff, Program Coordinator(s) and supervisors (as applicable) and act as a backup when needed.
  • Performs other related work as assigned.


Minimum Qualifications

Graduation from an accredited college or university with a Bachelor’s Degree and two (2) years of experience in accounts payable/receivable, accounting, contract management, procurement, or closely related field..

Additional years of experience may be substituted for the required degree on a year-for-year basis.

Preferences

  • Accounts Payable/Receivables, preferably at Supervisor level (2 years)
  • Knowledge of Maximo and Advantage
  • Knowledge of Microsoft applications to include: Word, Excel and Outlook.
  • Governmental procurement and contract experience.

Pay Grade: 015 - From $24.27 to $27.91
