SALARY : Starting at $77,250 (commensurate with experience)
SUMMARY : Manage and oversee the personnel, policies, and procedures within the commercial division. This is a specialized, technical, and supervisory position overseeing all activities related to commercial real estate valuation for ad valorem tax purposes.
DUTIES AND RESPONSIBILITIES : The duties of the Manager, Commercial Valuations include, but are not limited to the following :
- Assists in the preparation of goals and objectives for the commercial valuations division.
- Establishes an annual timetable that will result in the gathering of needed data for all new construction and additions as well as a physical review of an appropriate number of existing properties to ensure compliance with legal requirements.
- Manages and coordinates the valuation and assessment of various strata within the commercial division's purview.
- Establishes and clearly communicates priorities and evaluates workloads to ensure completion of required appraisals and fieldwork in a timely and accurate manner to your direct reports.
- Responsible for performance management of subordinates including setting performance goals and targets, organizing workflow, and ensuring that staff understand their duties or delegated tasks.
- Counsels and evaluates subordinates relative to job performance. Conduct employee performance evaluations of staff.
- Provides constructive feedback and coaching, motivating and recognition.
- Provides direction and guidance to staff, including training and development.
- Manages the onboarding process for new staff and ensures cross-training.
- Investigates complaints and confer with property owners or their legal representatives to explain methods, procedures, and policies regarding the valuation of real property parcels in Orange County.
- Manages all matters relating to commercial properties before the Value Adjustment Board (VAB). Work with VAB petitions to identify parcels impacted by said petitions to ensure that appropriate defense and documentation is prepared in a timely manner. Defend commercial assessment values to the public and at VAB hearings when necessary.
- Assists the Property Appraiser and their outside legal counsel in the preparation of data in conjunction with litigation arising out of assessment challenges to commercial properties. Appear as an expert witness in conjunction with said suits when necessary.
- Responsible for developing commercial market-based models for use in the valuation and defense of cost, sales, and income approaches to value.
- Conducts statistical analysis, reviews valuation techniques, and calibrates computer models to accurately reflect the current market value of all commercial real property within Orange County.
- Completes departmental objectives in terms of Department of Revenue (DOR) statistical requirements and completion of the mandated five-year inspection cycle for all commercial properties.
- Conduct damage assessment in coordination with federal and state emergency management offices during the aftermath of declared disasters, such as hurricanes or tornadoes.
- May be required to become and Emergency Responder for emergency damage assessment purposes.
- Volunteers may be needed to staff the Emergency Operations Center (EOC) or Field Operations Center (FOC) during emergencies. Contingencies such as these may require after-hours or weekend duty.
- Meets all attendance and punctuality requirements by reporting to work consistently and on time in accordance with agency policy.

SUPERVISORY RESPONSIBILITIES : This position has direct reports.
