What are the responsibilities and job description for the SUPERVISOR, RESIDENTIAL FIELD VALUATIONS position at Orange County Property Appraiser?
SUMMARY: This position oversees the residential field team and ensures the quality of their work. It requires expertise in assessing various property types, including condominiums, single-family homes, manufactured homes, and multifamily structures such as duplexes, triplexes, quadplexes, townhomes, villas, and mixed residential properties.
DUTIES AND RESPONSIBILITIES: The duties of the Supervisor, Residential Field Valuations include, but are not limited to the following:
Trains new residential field appraisers on all responsibilities and procedures for the position.
Tracks the progress and production of assigned tasks to field appraisers to ensure workflow completion for the Tax Year.
Audits fieldwork of residential field appraisers.
Communicates with field appraisers about all new improvement types and new codes added by residential appraiser analysts.
Read blueprints or floor plans of residential homes to ascertain accurate measurements of improvements as needed.
Assists with any priority recheck requests from the residential appraiser analyst to the residential field appraiser.
Inspects the neighborhood boundaries for residential properties, work parcel to parcel in compliance with the five-year inspection requirement, work additions and deletions as indicated by permits, certificates of occupancies, and priority rechecks or splits and combinations. Property owners may also be interviewed for data collection purposes.
Measures and draw improvements, record construction type, shape, condition, age, and other relevant data and notes, and classify improvements by the current office standard reference manual. Use the office CAMA system and GIS technology valuation tools to complete work assignments or special projects. Read blueprints or floor plans to ascertain accurate measurements of improvements.
Investigates inquiries and complaints concerning value; confer with property owners or their legal representatives to explain methods, procedures, and policies regarding the valuation of improved residential real estate parcels in Orange County.
Appear before the Value Adjustment Board to explain and defend assessments as needed.
Must have and maintain a valid Florida Driver's License and clean driving record.
Must possess the personality and temperament necessary for working under stress in dealing with the public.
Meet all attendance and punctuality requirements by reporting for work consistently and on time according to agency policy.
Conduct damage assessment in coordination with federal and state emergency management offices during the aftermath of declared disasters, such as hurricanes or tornadoes.
Will be required to become an emergency responder for damage assessment purposes.
Will be called upon to assist the Emergency Operations Center (EOC) or Field Operations Center (FOC) during emergencies. Contingencies such as these may require after-hours or weekend duties.
Perform other related duties as assigned.
SUPERVISORY RESPONSIBILITIES: This position does not have direct reports.
SKILLS AND QUALIFICATIONS:
Years of experience: A minimum of three (3) years’ relevant experience in real estate appraisal and/or residential construction is preferred.
Education: A bachelor’s degree from an accredited college or university. Preferred degrees would include Business Administration and Real Estate.
Substitution: Six years of experience as an appraiser in a government assessment office, two years of experience as a private real estate appraiser or an equivalent combination of education, training, and experience that would reasonably be expected to perform the job-specific competencies.
Certifications: Certified Florida Evaluator (CFE) professional designation is required.
Computer skills required: Database software (Microsoft Access); Internet software; spreadsheet software (Microsoft Excel); contract management systems; project management software; word processing software (Microsoft Word); electronic mail software (Microsoft Outlook); presentation software (PowerPoint).
Must be proficient in Adobe Acrobat. Ability to create and edit PDF documents, prepare fillable forms, and share and review forms.
Additional skills required: Ability to rapidly acquire and retain knowledge of administrative and procedural regulations. Proven attention to detail, reliability outstanding organizational skills, and ability to prioritize multiple projects under minimal supervision.
Geographical competency of the Orlando Metropolitan Statistical Area (MSA) real estate market is preferred.
Render identifications and technical descriptions concerning structural features, construction methods, and quality of construction and incorporate them into reports as necessary.
Language Skills: Bilingual in English and Spanish preferred but not required.
