Overview
To manage the business and financial affairs of the district in a legal and efficient manner while supporting decentralized budgeting and financial decision making and protecting the fiscal integrity of the district.
Responsibilities and Qualifications
QUALIFICATIONS:
- Master's degree from an accredited institution in Business Administration, Public Administration or related field; training and experience in budgeting, accounting, and related technology; (CPA) Certified Public Accountant required.
- Six (6) years of business and finance management experience; three years in school district business administration preferred.
- Experience as a Chief Financial Officer preferable.
- Experience in overseeing financial operations in a school district preferred.
- The incumbent is considered to be “critical personnel” during an emergency and can be subject to being held over or called back to a district location at all times.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of budgeting, accounting and fiscal affairs. Knowledge of organization and management theory and practice. Ability to work and communicate effectively with people to focus resources (both human and financial) toward the achievement of the district-identified goals. Ability to facilitate group processes in consensus building, conflict resolution, planning and decision-making. Understands that quality teaching and learning are the essential processes and product of public schools and has the ability to focus human and financial resources toward this end. Knowledge of Florida laws and regulations governing school districts.

SUPERVISES: Senior Specialist, Executive Support Services; Senior Director, Office of Management and Budget; Senior Director, Finance; Senior Director, Risk Management and Senior Director, State Reporting.

PERFORMANCE RESPONSIBILITIES:

* Manage all operations and functions within the division consistent with district goals.
* Develop plans and identify expected goals for each department in the division.
* Direct, oversee and evaluate each manager reporting directly to him regarding productivity in achieving expected goals and supporting district goals.
* Plan and implement a system of feedback and evaluation regarding the effectiveness of the departments as perceived by users of their services.
* Involving appropriate staff in a timely manner plan and develop the district’s budget focused on district goals while maintaining a minimum reserve as required by board policy.
* Provide the Superintendent and board with timely, clearly understandable information regarding current and anticipated income and expenditures and the fiscal condition of the district.
* Provide to Facility Services the necessary long-range planning and efficient management to ensure the timely development of needed new facilities and the maintenance of existing facilities.
* Serve as a team member of the Superintendent’s cabinet and participate in districtwide planning, development and evaluation.
* Keep the Superintendent informed of critical issues within his division and incidents about which he/she and the board should be aware.
* Follow the district’s policies and procedures as related to all HRMD guidelines and the district’s instructional initiatives.
* Follow the district’s policies and procedures as related to fixed assets.
* Develop leadership in subordinates.
* Responsible for keeping up to date on current technology being used by OCPS. With the support of the district, attend training to ensure skill level in various technologies is at the level required to perform in current position.
* Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those they supervise.
* Responsible for self-development and keeping up to date on current research, trends and best practices relevant to the area of responsibility.
Perform other duties and responsibilities as assigned by the supervisor.
* Essential Performance Responsibilities
TERMS OF EMPLOYMENT:
Non-bargaining unit compensation plan, twelve months, 8.0 hours per day.
EVALUATION:
Performance of this job will be evaluated in accordance with provisions of the Board’s policy on evaluation of personnel.
