Salary Schedule

Under general direction, the purpose of this position is to perform district-based duties associated with the handling, verifying, reviewing and permitting of contractor’s for Facilities design and construction. The work involves varied work methods and problems which includes lead responsibilities for evaluation and processing of all documents for permitting. Work requires exercise of judgment based on related knowledge of departmental policy and applicable state statutes. Employees in this classification function in a technical capacity and produce related reports, collection of funds and document analysis in functional area. This position provides related technical support to other district personnel as needed. Position reports to the Building Code Official.

Examples Of Essential Functions

Responds to internal and external customers in a timely, accurate, courteous and empathetic manner representing OCPS in a positive light.

Checks all permits prior to issuance to verify contractors have proper and current licenses and insurance.

Accounts for money received, prepares monthly billing to be transmitted to Finance Department daily and completes all required federal and state forms for permits.

Provides documentation and information to Building Code Official.

Serves as initial contact point for customers requesting related service.

Collects, inputs, and reviews records related to the district programs; compiles reports, analyzes data and produces output.

Compiles reports, analyzes data and produces daily, monthly and quarterly reports.

Initiates customer notification regarding paperwork and licensing problems and status of work.

Provides technical assistance or direction to school level employees and customers as needed.

Investigates documents, responds to routine complaints, and clarifies policies and procedures.

Coordinates with and allows access to document files by outside parties authorized by the Building Code Official.

Participates in and provides support for auditors performing routine and specialized audits.

Responds in a timely, efficient manner to customer inquiries.

Maintains open lines of communication with management and receives customer input.

Establishes and insures uniform correspondence procedures and style practices regarding support paperwork for Certificates of Occupancy.

Creates and maintains a filing system for the documentation for permits.

May attend and assist in workshops and training sessions in functional area including producing materials for training purposes.

Composes and types correspondence requiring a knowledge of departmental operations and regulations, for transmittal under own jurisdiction.

Prepares, reviews and processes state reports and insures they are mailed in a timely manner.

Performs other relevant duties and responsibilities as assigned by the Building Code Official.

Operates a computer to enter, retrieve, review, or modify data; utilizes advanced word processing, database, and software programs.

Operates a variety of machinery, equipment, and tools associated with department activities, which may include a typewriter, adding machine, or fax.

Responsible for keeping up to date on current technology, as job appropriate, being used by OCPS. With the support of the district, attends training to ensure skill level in various technologies is at the level required to perform in current position.

Responsible for timely and accurate information they maintain as part of their job responsibilities.

Marginal Functions

While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members.

Minimum Training And Experience

High school diploma or GED; supplemented by a minimum of five (5) years clerical/secretarial or technical work experience; three (3) of those years must be specifically related to construction, real estate, or related work; or any equivalent combination of related education, training and experience which provides the required knowledge, skills and abilities to perform the essential job functions. Demonstrated ability to organize and manage documents and paperwork flow. Demonstrate ability to use various software applications. Permitting software experience preferred. Permit Technician Certification from the International Code Conference organization is preferred. If no certification upon employment in job, certification must be obtained within first year in this position.

Includes exercising discretion in determining data classification, and in referencing such analysis to established standards for the purpose of recognizing actual or probable interactive effects and relationships.

Human Interaction Requires the ability to provide guidance, assistance, and/or interpretation to others on how to apply procedures and standards to specific situations. Requires coordination of work among various groups of people and documentation.

Equipment, Machinery, Tools, and Materials Utilization Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.

Verbal Aptitude Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information.

Mathematical Aptitude Requires the ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; may require ability to utilize principles of fractions and/or interpret graphs.

Functional Reasoning Requires ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic, or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.

Situational Reasoning Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.

ADA COMPLIANCE

Physical Ability Tasks involve the ability to exert very moderate light work with some combination of stooping, kneeling, crouching and crawling. May involve some manipulating or moving of 12-20 pound items occasionally.

Sensory Requirements Most tasks require visual perception and discrimination. Some tasks require oral communications ability.

Environmental Factors Tasks are regularly performed without exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, animals/wildlife, toxic/poisonous agents, violence, disease, or pathogenic substances.
