Overview:

 

Under general supervision, performs professional accounting activities which support the preparation, recordation, and reconciliation of accounting/business transactions.

 

This is an exempt position in Salary Grade ­­185: Min $78,302.00 – Mid $93,962.00 – Max $109,622.00 annually. The starting salary will be within this range based on qualifications.

Has Technical and Professional Expertise: Has the technical skills, product knowledge and professional skills to do the job.

  • Performs technical reviews of right-of-way elements of cooperative agreements, leases, licenses, and joint development agreements.
  • Assists in procuring and overseeing right-of-way services provided by government agency staff, primarily Caltrans and the County of Orange, as well as by private consultants.
  • Performs field activities including property inspections, surveys, and completing photographic journals.
  • Maintains records, including computer databases, maps, legal descriptions, and other documents. Assists in the preparation of escrow instructions, leases, licenses, deeds, and other documents related to real property.
  • Ensures leases and licenses are renewed/extended on time; ensures timely collection of rent/license fees; prepares receivables/aging reports.
  • Drafts new leases and renewal provisions.
  • Understands and applies federal, state, and local statues, regulations, policies, procedures, and ordinances involved in the acquisition, valuation, sale, leasing, and disposition of real property.
  • Understands and applies principles and techniques of acquisition, relocation of displaced individuals and businesses, valuation, property management, and disposition.
  • Understands and interprets legal instruments, documents, appraisals, engineering plans, maps, surveys, and related documents.

 

Communicates Powerfully & Prolifically: Shares insights on issues/problems, clarifies purpose and links that purpose to actions.

  • Assists in negotiations for real estate transactions.

 

Drives for Results: Operates with speed and intensity, translates long-term goals into immediate actions.

  • Assists in developing excess land disposition strategies for the agency’s surplus land on freeways and railroad corridors for sale or lease.
  • Assists in managing Measure M Freeway Program property management activities, including oversight of rental revenues.
  • Assists in managing consultant contracts, including preparation of contract task orders, review, and correction of work product, issuing progress payments and related activities.

 

  Works in a Collaborative Manner with Others: Works in a collaborative manner with others, helps resolve unproductive conflict.

  • Provides support to local agencies involved in right-of-way activities connected with regional transportation and Measure M local turn back programs.

 

Qualifications

Any combination of education and experience equivalent to a bachelor’s degree in civil engineering, public administration, business administration, or economics, with a minimum of three years professional real estate, property management and/or right-of-way experience, preferably in the transportation area.
