Overview:

Under general direction performs detailed ridership, on time performance, operations, and schedule analysis for existing, planned, and high frequency rail service.  Plans, develops, administers, and implements appropriate service levels for Orange County and regional rail.  Functions as lead person for schedule and operations coordination with other service providers. Represents OCTA’s interest at meetings and committees with corridor cities, SCRRA and stakeholders as necessary.

 

This is an exempt position in Salary Grade 205: Min $95,175 - Mid $114,212 - Max $133,247 annually. The starting salary will be within this range based on qualifications.

Responsibilities

Displays High Integrity & Honesty: Takes personal responsibility, acts with honesty and consistency.

 

Has Technical and Professional Expertise: Has the technical skills, product knowledge and professional skills to do the job.

  • Conducts system-wide and line segment performance monitoring in support of development of rail service changes.
  • Monitors and coordinates special Metrolink train service.
  • Prepares and presents Board reports, written ridership and operations analysis, reports, charts, tables, and other graphics.
  • Assists in oversight and monitoring of commuter rail budget and agreements.
  • Oversees Orange County station operations and maintenance and collaborates with station cities on Metrolink or OCTA-lead campaigns or service improvements.
  • Performs analysis of commuter rail integration with bus and non-motorized transportation and collaborates with service providers.
  • Oversees consultant service contracts for modeling, operational and statistical analysis, development of schedules, service planning, ridership and on time performance.  Ensures consultant adherence to scope, schedule, and budget.

Solves Problems & Analyzes Issues: Has and applies problem analysis and problem-solving skills on a technical and interpersonal level.

  • Analyzes impacts to load factors, equipment and crew availability, and ridership as a result of changes in service levels and or schedule changes.
  • Performs statistical analysis of data and quality control checks to ensure data integrity.

Takes Initiative: Initiates new programs, processes, relationships, or technologies to accomplish goals.

  • Responds to inquiries from member agencies, railroads, other transit authorities, Cities, public and other professional groups.
  • Develops, maintains, and improves performance measurement databases. 

Works in a Collaborative Manner with Others: Works in a collaborative manner with others, helps resolve unproductive conflict.

  • Works closely with Southern California Regional Rail Authority (SCRRA) Operations to develop line-by-line recommendations for service improvement.
  • Coordinates commuter rail marketing efforts between OCTA, Metrolink, and its member agencies.

Qualifications

Any combination of education and experience equivalent to a bachelor's degree in planning, engineering, public administration or accounting, or related field and a minimum of four years of experience, at least two of which are at the journey-level in the transportation analysis.
