What are the responsibilities and job description for the Maintenance Technician - Grade I, II, III (Fountain Valley) position at Orange County Water District?
Orange County Water District is accepting applications for a Maintenance Technician I, II, or III position in the Water Production/GWRS Department in Fountain Valley.
Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job.
The Maintenance Technician – Grade I, II, and Senior Maintenance Technician – Grade III are the first, second, and third levels in a five-level maintenance series. The positions are distinguished by certification, level of responsibility, and experience.
Maintenance Technicians – Grade I are responsible for performing semi-skilled-level duties, Maintenance Technicians – Grade II are responsible for performing semi-skilled to journeyman-level duties, and Senior Maintenance Technicians – Grade III are responsible for performing journey-level duties in maintaining and repairing equipment, performing construction activities, and facilities maintenance.
The Maintenance Technician is assigned to one of two departments within the District: Water Production/GWRS (Fountain Valley) or Recharge Facilities/FHQ (Anaheim & Orange).
The following essential job functions are typical for this classification. Incumbents may not perform all of the listed job functions and/or may be required to perform additional or different job functions from those set forth below to address business needs and changing business practices. - Performs a variety of maintenance and preventative maintenance tasks required in the operation of the District’s advance wastewater treatment plant and facilities (GWRS and Green Acres) and/or District Recharge Facilities.
- If assigned to Water Production/GWRS (Fountain Valley): treatment processes include Microfiltration, Reverse Osmosis, UV Oxidation, Lime Saturation, Chlorination, and a reclaimed water filtration system.
- If assigned to The Recharge Facilities (Anaheim & Orange): the facilities include various water storage basins, water conveyance systems, inflatable rubber dams and pump stations.
- Performs a variety of maintenance and preventative maintenance tasks which include but not limited to pumps, compressors, inflatable rubber dams, valves actuators, flow meters, chemical pumps, generators and pilot units, painting, carpentry, inspecting pipelines, metal fabrication and any other related activities required to maintain equipment.
- Performs a variety of building and facility maintenance activities, which include minor remodeling, painting, furniture assembly, equipment assembly and modifications, plumbing repairs, roof leaks, furniture moves, appliance repairs, HVAC, landscaping, housekeeping and cleanup activities and other related activities.
- Marks assets with assistance on and off-site to protect from construction hazards (USA).
- Maintains all equipment involved in the maintenance and operation of an advanced water and/or recharge facilities.
- Assists in the ordering of required parts for equipment and/or vehicles.
- Employees with welding experience and appropriate certifications may have additional duties that may include perform welding, brazing, cutting and hard-facing on plant equipment as necessary; utilizing various welding methods and equipment such as arc, MIG, TIG, and wire feed welding equipment may be required; cutting metal with Plasma, Air Arc, Oxy- Acetylene as well as the ability to weld steel, stainless steel and non-ferrous metals may be required.
- Interacts effectively with others in the workplace.
- Follows all workplace and job safety rules and policies, including safe and defensive driving practices.
- Performs work in both non-permitted and permitted confined spaces. Wears a self-contained breathing apparatus (SCBA) and respond to emergency situations as required.
- Depending on the needs of the District, may be required to work shifts, weekends, overtime, and Holidays.
- Maintenance Technician – Grade II & Senior Maintenance Technician – Grade III – Will be required to work on-call standby rotation with the ability to be on site within one hour of being called.
- Maintenance Technician – Grade I – After 1 year of employment and demonstrated competency in the position, will be required to work on-call standby rotation with the ability to be on site within one hour of being called.
- Performs other duties of a similar nature or level as required.
- Cross-training of operation and maintenance personnel.
- Leading and participating in welding assignments.
- Leading and participating in the design and fabrication of parts to repair equipment.
- Designing and laying out pipe fittings.
- Plumbing.
- Machining parts using a lathe/milling machine, drill press and saw.
- Performing and supporting skilled journey-level work and working with staff in a positive manner to complete work.
- Mentoring and coaching maintenance technicians.
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.
Knowledge of:
- General maintenance practices, recordkeeping principles, and mathematical concepts.
- Water treatment processes, water conveyance systems and equipment.
- Safe work practices of hand and shop tools and around various chemicals.
- Confined space procedures.
Maintenance Technician – Grade I:
- Basic techniques in plumbing, welding, carpentry, and electrical (up to 50 volts).
- Basic construction principles.
Maintenance Technician – Grade II:
- Techniques in plumbing, welding, carpentry, and electrical (up to 50 volts).
- Construction principles.
- Basic HVAC systems and building components.
Senior Maintenance Technician – Grade III:
- Techniques in plumbing, welding, carpentry, electrical (up to 50 volts), and machinery repair.
- Construction principles.
- Basic HVAC systems and building components.
- Depending on department assigned: understanding of principles of maintaining micro filtration system, reverse osmosis, UV, lime systems, and various equipment and processes for injection of water into injection wells or river and basin recharge operations.
Ability and Skills in:
- Basic repairs and preventative maintenance procedures.
- Using tools and equipment typically found in the assigned area, including hand and power tools and medium to heavy equipment.
- Building simple structures, painting, and reading blueprints.
- Driving a forklift (within 3 months).
- Performing mathematical calculations.
- Troubleshooting systems related to area of assignment.
- Preparing and maintaining a variety of reports and records.
- Effective communication and interpersonal skills to interact with coworkers, supervisors, and the public, etc., and receive work direction.
- Using a computer for written communications such as e-mails, meeting setups and work orders assigned on the computerized maintenance management system (CMMS).
- Senior Maintenance Technician – Grade III requires additional ability and skills in:
- Prioritizing and assigning work.
- Reading and comprehending blueprints and technical manuals.
- Diagnosing and troubleshooting systems related to area of assignment.
EDUCATION AND EXPERIENCE GUIDELINES
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
High School Diploma or General Equivalency Degree. Forklift certification must be obtained within three (3) months of employment. Depending on essential duties of the departments, including service trucks being used by staff, some positions may be required to obtain crane certification within six (6) months of hire. Welding experience and certification are desirable.
Maintenance Technician – Grade I:
- CWEA Grade I Maintenance Certification within one (1) year of employment. Employees pay for the CWEA test and District pays for certification and renewal.
- One to two years of related work experience demonstrating mechanical aptitude in the maintenance and repair of mechanical equipment.
Maintenance Technician – Grade II:
- CWEA Grade II Maintenance Certification. Applicants may be considered without a CWEA Grade II Maintenance Certification if they have qualified maintenance experience. However, they must be able to obtain a CWEA Grade II Maintenance Certification within one (1) year of position.
- Three to four years of related work experience demonstrating mechanical aptitude in the maintenance and repair of mechanical equipment.
Senior Maintenance Technician – Grade III:
- CWEA Grade III Maintenance Certification required.
- Five years of directly related maintenance experience in the maintenance and repair of mechanical equipment.
License: Valid California Class “C” Driver’s License. Depending on the needs of the District, some positions may require a valid California Class “B” Commercial Driver’s License with tank endorsement and with no transmission or airbrake restrictions to be obtained within 6 months of employment at employee’s sole expense.

Incumbents require sufficient physical ability to work in an office setting; stand or sit for prolonged periods of time; operate office equipment including use of a computer keyboard; push, pull, lift, and/or carry light amounts of weight; verbally communicate to exchange information.
Vision: See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents; and to operate assigned equipment.
Hearing: Hear in the normal audio range with or without correction.
DISASTER SERVICE WORKERS
All Orange County Water District employees are designated Disaster Service Workers through state law (California Government Code Section 3100-3109). Employees are required to complete all related training as assigned, and to return to work as ordered in the event of an emergency.
Schedule: 9/80 with alternating Fridays off. Mon-Fri hours: 6:00 a.m. to 3:30 p.m.
Will be required to work on-call standby rotation with the ability to be on site within one (1) hour of being called. Depending on the needs of the District, all grades may be required to work extended shifts, weekends, and Holidays. This position reports to the Fountain Valley location.
Salary : $71,926 - $120,474
