What are the responsibilities and job description for the Accounting Specialist position at Orange Water and Sewer Authority?
Seeking an Accounting Specialist to join our dynamic team. This position provides expertise on a broad and comprehensive range of financial activities including internal control over receipts and expenditures, accounting and financial reporting regulatory and policy compliance, monitoring daily finance operations, and managing closing procedures.
Key Responsibilities :
- Remains abreast of laws, regulations, and policies. Interprets Governmental Accounting Standard Board (GASB) pronouncements, determines application to financial reporting, develops plan for transitioning to new standards, designs, and documents processes to comply with standards and train staff on procedures.
- Participates in month-end closing activities by reviewing system journal entries, preparing manual journal entries, monitoring revenue and construction in progress and conducting account reconciliations (special emphasis on warehouse and supply inventory).
- Assists finance department staff with training, instruction and maintaining standards. Reviews general ledger adjustments, working papers and other output prepared by finance staff.
- Assists Director with year-end entries and performs year-end closing activities for financial system. Creates and publishes reports, charts, and other data.
- Serves as a subject matter expert for independent auditors during annual audit and prepares working papers for auditors. Assists auditors with questions and findings.
- Analyzes business and system processes and internal controls by reviewing, validating, and documenting existing policies and processes; makes recommendations to improve existing internal control policies and processes; enforces internal control policies and procedures; troubleshoots issues.
- Assists with tracking, verifying, and reporting on budgets, commitments, and expenditures. Assists with preparation of financial data and performance metrics information and presentations.
- Participates in software testing and upgrades.
