General Description: The purpose of this job is to appraise properties in Orangeburg County for tax purchases and performs various tasks related to the valuation and assessment of residential, agricultural, commercial and more complex real estate.This position works under close to general supervision according to set procedures but determines how or when to complete tasks.Duties and Responsibilities: The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.• Plan and organize daily agendas to appraise all real estate in assigned area.• Input field data and digital photography into computer.• Estimate and determine market value of land and improvements through analysis of market sales in the assigned area.• Meet with taxpayers or their legal representatives in an attempt to resolve inquiries and appeals on an annual basis.• Verifies and assists Assessor/Deputy Assessor in training new appraisers and completes training to promote skills in the areas of specific duties.• Provide assistance to co-workers and employees from other departments as needed.• Review income information and performs appraisal of income producing properties and assists Assessor/Deputy Assessor in defending values before the County Appeals Board and the Administrative Law judge.• Analyze and review sales of vacant and improved properties to be used as part of the appraisal process in estimating the value of similar properties.• Perform other duties and related work as instructed and assigned.Minimum Education and Experience Requirements: Requires a bachelor’s degree in construction management, Business Administration, Real Estate, Finance or related field.Requires four (4) years of progressively responsible appraisal experience; or possession of any equivalent combination of education, training, and experience, which provides the requisite knowledge, skills, and abilities.Special Certifications and Licenses: • Requires South Carolina Certified General or Certified General Mass Appraiser License.• Must possess and maintain a valid driver’s license.Reasoning Ability, Mathematical and Language Skills: Ability to define problems collects data, establish facts, and draw valid conclusions. The ability to interpret an extensive variety of technical instructions in mathematical or diagram and to deal with several abstract and concrete variables.Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. The ability to apply the concepts of basic algebra and geometry.Ability to read, analyzes, and interprets general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.Physical Demands: Performs sedentary work that involves walking or standing on a regular basis and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.Unavoidable Hazards (Work Environment): • Involves routine and frequent exposure to: Bright/dim light; Dusts and pollen. Extreme heat and/or cold; Wet or humid conditions. Extreme noise levels, Animals/wildlife. Vibration; Fumes and/or noxious odors.
