Orbis is seeking an experienced Management Consultant to lead all source research for a client in the US Intelligence Community. The Management Consultant will have the opportunity to demonstrate intellectual agility, all source analysis, and research acumen by leading data collection and data analysis activities to produce key performance insights. Further, the Consultant will lead the implementation of recommendations when they are adopted by the customer. This project features the opportunity to interact with a wide range of key stakeholders, including those at senior levels. This is an exciting opportunity for an intellectually curious, energetic, data-savvy consultant to work on a project with real impact helping our client develop ways to understand and improve performance of activities that support delivery of our customer’s mission.

Key Responsibilities

Duties/Responsibilities

  • Develop and implement research designs with practical strategies for measuring operational performance and effectiveness.
  • Analyze both qualitative and quantitative information to provide customer with comprehensive insights.
  • Socialize results and recommendations with the team at the working-level.
  • Prepare visual presentations of data and analysis.
  • Prepare reports and presentations for senior leadership based on research plans, activities, findings and recommendations.
  • Brief senior level customers on research plans, activities, findings and recommendations.
  • All-source intelligence research, analysis, and report writing/editing.

Skills, Knowledge, and Expertise

Education and Experience

  • A Bachelor’s degree is required for this position.
  • Minimum of 5 years' experience in an analytic role in the IC.
  • Master’s degree in business, social science, or behavioral science preferred but not required for this position.
  • Experience in IC Targeting and Operations

Required Qualifications

  • U.S. Citizenship
  • Requires an active TS/SCI clearance with a Polygraph
  • Must have a Bachelor’s degree and a minimum of 5 years of relevant experience as an analyst, targeting officer, technical targeter, desk officer, operations officer, or reports officer within the sponsor's organization or other relevant organization(s) in the Intelligence Community
  • Excellent analytical skills and problem-solving abilities
  • Excellent oral presentation and briefing skills
  • Knowledge of and experience in the fundamentals of all-source intelligence analysis
  • Familiarity with the customer’s report writing standards
  • Attention to detail and the ability to effectively follow-through and manage status reporting, scheduling, and project communications
  • High degree of personal integrity
  • Strong interpersonal skills and the ability to work well both independently and as part of a team
  • Ability to work in a dynamic environment, juggling concurrent tasks and meeting deadlines

Desired Qualifications

  • East Asian Language Competency (ideally 2/2 ILR score or ability to reach that quickly)
  • Experience in the East Asian or Eastern European AORs.
  • Relevant targeting, desk officer, or operations certifications
  • Experience deploying strategic communications
  • Experience in SIGINT, GEOINT and Technical Targeting methods
  • Proficiency with software and databases used in support of research and analysis for the U.S. Government

Physical Requirements

  • Prolonged periods of sitting at a desk and working on a computer.
  • Routine video conference and/or in-person meetings.
  • Ability to attend planned meetings within the Washington Metro Area region.
