As the Senior Program Manager you will:
- Be responsible for assigned aspects of development and implementation of assigned projects and provides single point of contact for those aspects.
- Interface with all areas affected by project including end users, computer services, and client services.
- Ensure adherence to quality standards and reviews project deliverables.
- Manage integration of vendor tasks and tracks and reviews vendor deliverables.
- Recommend action to direct analysis and solutions of problems.
- Support execution of contract transition to ensure minimum service disruption to vital business and no service degradation during and after transition; ensure continuity of services while helping onboard personnel and jointly inventory intellectual and real property.
- Oversee operational planning, establishment, execution, and evaluation of multifaceted programs/projects typically consisting of set of closely related subprograms or associated activities.
- Oversee fiscal, operational, administrative, and human resources management of program; seeks and develops outside funding sources; serves as principal point of representation and liaison with external constituencies on operational matters; and provides day-to-day technical/professional guidance and leadership as appropriate to area of expertise.
- Provide management, direction, administration, quality assurance, and leadership and oversees all activities performed by personnel to satisfy the requirements of the contract.
- Provide Accounting for Contracting Services IAW Service Contract Reporting (SCR) regulations.
- Support project kick-off meeting to discuss technical, management, and security issues, and travel authorization and reporting procedures.
- Support administration of Program Management Plan (PMP) to govern staffing, POC coordination, timelines, general operating procedures, Work Breakdown Structure, staff training policies, project monitoring and control, problem resolution and escalation procedures, work planning, risk management, change management, and any additional areas.
- Support delivery of Monthly Status Report (MSR) to provide status and accounting information for contract.
- Participate in Quarterly Status Meeting with key Government stakeholders to inform them of contract status; provide opportunities for identification of other activities; establish priorities; and coordinate resolution of identified problems.
- Provide service delivery management for contract oversight which includes contract personnel management, monitoring and providing reports on contract functions, performance, personnel accountability, process improvements and service management processes.
- Oversee all travel requests and works with administrative personnel to ensure trip reports and travel authorizations are completed IAW Government guidelines.
- Support seamless transitions and knowledge transfer at start and end of contract.
- Oversee personnel performance of all areas of technical support on contract effort.
- Provide administrative support for all Program Management areas, including status reporting, meetings, and service delivery activities.
- Support development of briefings, reports, and updates.
- Assist in creation and submission of project reports and deliverables and tracking of project activities.
- Support maintenance and management of project communications and operational tools.
- Assist in local coordination, scheduling, and internal attendance of Video Teleconferences when associated with project tasks.
- Support daily end of day security checks, maintain daily signoff sheets for Unclassified and Classified offices and spaces.
- Oversee surge support efforts to provide support, technical guidance, and expertise in cybersecurity for real world or unplanned requirements, to include security review preparation, on-site or off-site audits and validations, inspection reviews, reporting, compliance, and embedded support.
- Responsible for the delivery of quality services IAW the Quality Control Plan to implement standardized procedures/methodologies for monitoring and documenting performance to ensure all requirements are met.
- Support continuous process improvements; procedures for scheduling, conducting and documentation of inspection; discrepancy identification and correction; corrective action procedures to include procedures for addressing Government discovered non-conformances; procedures for root cause analysis to identify the root cause and root cause corrective action to prevent re-occurrence of discrepancies; procedures for trend analysis; and procedures for collecting and addressing customer feedback/complaints.
Requirements:
- Active Secret clearance
- MA/MS preferred
- 10 years of experience with the following:
- Application of Program Management practices including tools and methodologies for planning activities of team.
- Scheduling, organizing, and deploying resources.
- Controlling execution of task, monitoring progress, status reporting, resolving critical issues, planning for subsequent phases of work, and managing risks when dealing with subcontractors.
- PMI Certification
