POSITION SUMMARY:
The Fire Lieutenant functions as a first-level, working supervisor responsible for management, direction, coordination, and evaluation of the actions of line firefighters and EMTs at emergency incidents, public education events, fire and life safety inspections, training, and in-station activities. The Fire Lieutenant is responsible for implementing the appropriate strategies and tactics to mitigate emergency incidents and is accountable for the safety and well-being of firefighting personnel and civilians throughout such incidents.
- Scope: This work is to be performed at a professional level in fire and emergency medical services response; and training for the OAFED department staff at all levels of the organization.
- Nature: Under the general supervision of the Chain of Command, perform such duties and activities as may be required by the department rules and regulations, codes, ordinances, and State of Wisconsin statutes.
- Work Hours: This non-exempt position, shall work a minimum of the specified hours below. It is highly encouraged to work beyond the minimum requirements. This allows shift work experience and interaction with staff and Administration to complete tasks and assignments.
- Village Resident or within 6 minutes of the fire station: 24 hours per month at the fire station.
- Shall also respond to off-duty incidents when available.
- Non-Village resident: 48 hours per month at the fire station.

- These are the minimum hours set and not the maximum. This position may fill other scheduled openings as allowed.
- This position is not part of the bargaining unit and thus is not subject to being forced to cover shift vacancies.
- Work hours shall be on-site, not remote, and included in the daily staffing assignments.
- Training attendance is set by policy.
RESPONSIBILITIES:

- Supervise line fire and EMS personnel on incident scenes, ensuring safety, and correct mitigation of incidents.
- Supervise line fire and EMS personnel by following policies and procedures, standard operating guidelines, and administrative direction.
- Administer a training record system, so that the information meets all agency and legal requirements and can be readily accessed.
- Plan, develop, and implement a comprehensive training program and curriculum.
- Write program and course goals that are clear, concise, measurable, and correlate to department goals.
- Develop forms and appropriate reports to document training activities for the department and individual staff members.
- Identify instructional needs by conducting a periodic department analysis.
- Evaluate findings and conclusions; make unbiased recommendations, support and reflect the department goals, policies, and procedures.
- Design programs or curriculums to support the department’s goals; knowledge and skills are job-related; performance-based; adult learning principles are utilized; and programs meet time and budget constraints.
- Develop recommendations for policies and guidelines to support the training program, so that the training and department goals are achieved.
- Select instructional staff that assists with meeting department policies and instructional goals.
- Supervise other instructors and participants during training to ensure that applicable safety standards and practices are followed.
- Write training equipment purchasing specifications that support the training program goals.
- Writes course objectives that are clear, concise, measurable, and reflect specific tasks.
- Construct course content outlines for the department’s structure and reflect current acceptable practices.
- Develop an evaluation plan to collect, analyze, and report data for program validation and participant feedback.
- Create lesson plans to include learning objectives, a lesson outline, course materials, instructional aids, and an evaluation plan to ensure job performance requirements for the topic are achieved.
- Provide classes using a lesson plan which includes utilizing multiple teaching methods and techniques to achieve lesson objectives.
- Obtain and assemble all lesson plans, course materials, resources, and equipment needed to deliver the lesson.
- Organize the learning environment taking into consideration lighting, distractions, climate control, weather, noise control, seating, audiovisual equipment, teaching aids, and safety.
- Ability to operate computer equipment and related programs to enter information into a database and prepare training materials.
- Performs other functions as required or assigned.

- Knowledge of skills, protocols, and policies/procedures related to fire and rescue activities.
- Additional knowledge of EMS-related activities is preferred.
- Ability to effectively communicate orally and in writing accepted firefighting tactics and rescue protocols.
- Knowledge of hazardous materials management strategies.
- Knowledge of the National Incident Management System and the Incident Command system.
- Strong organizational and Problem-solving.
- Ability to positively interact with the public orally, and/or in writing; Ability to instruct others.

Minimum QualificationsEducation and Experience Requirements:
- Five years of fire service experience. Such experience may be with Fire and/or EMS Departments or with other employer(s), and would normally be gained after attaining the licenses or certifications listed below.
- It is preferable to have an Associate's degree from an accredited technical college, or a Bachelor’s Degree from an accredited university with a bachelor's degree in fire/EMS management, public administration, or related field.
- Other combinations of training and/or experience that can be demonstrated to result in the knowledge, skills, and abilities necessary to perform the duties of this position will also be considered.
Certifications:
- A valid Wisconsin Driver’s License (or ability to obtain upon appointment) is required and must be maintained during employment.
- Firefighter I (State of Wisconsin Certification or equivalent)
- Firefighter II (State of Wisconsin Certification or equivalent)
- Fire Instructor I (State of Wisconsin Certification or equivalent)
- Fire Officer I (State of Wisconsin Certification or equivalent)
- Fire Officer II (State of Wisconsin or equivalent) is preferred.
- Driver/Operator – Pumper (State of Wisconsin Certification or equivalent)
- Driver/Operator – Aerial (State of Wisconsin Certification or equivalent; upon placing into service an aerial device).
- Minimum license of an EMT-Basic (State of Wisconsin, with NREMT preferred)
- EMT-Paramedic is preferred.
- Current BLS card
- ICS - 100, 200, 300, 700, and 800
