Business Oregon, the state’s economic development agency, is currently hiring a permanent, full-time Systems Analyst – Product Owner (Information Systems Specialist 7) to join our Modernization Program team. The Modernization Program improves service delivery through enhanced customer experience, transforms business processes, modernizes technology, and leverages data as a strategic asset to create a culture of data stewardship.
The Economic Development Management System (EDMS) is the first project under the agency's Modernization Program. The primary goal of this project is to modernize the agency's economic development incentive capabilities by providing an online software system that will be used for agency employees to administer all economic development incentives (i.e., loans, grants, bonds) and business partners to make online applications and manage their accounts.
The Systems Analyst – Product Owner is responsible for leading the post-implementation enhancement of the EDMS system, ensuring that it continues to meet the agency's business objectives. This includes gathering, prioritizing, and managing enhancement and change requests, while advocating for the business needs related to reporting, system capabilities, and process improvements.

What you will do:
- Lead product ownership efforts for the system post-implementation, including gathering and prioritizing enhancement or change requests to meet evolving business needs.
- Advocate for business needs related to reporting, system capabilities, and process improvements, working closely with business stakeholders to ensure their needs are met.
- Act as a subject matter expert on the system, providing business and technical consultation and troubleshooting support.
- Lead the review of requests for new system functionalities or enhancements, facilitating decision-making and ensuring that updates align with business goals and technical feasibility.
- Develop impact and alternative analysis as needed for requested system enhancements or changes to inform decision-making.
- Work with business partners to identify gaps in current processes and systems, providing solutions to improve efficiency and effectiveness.
- Develop and manage requirements for system enhancements and new functionalities.
- Lead User Acceptance Testing efforts to ensure that system enhancements meet the business requirements.
- Work with agency staff to conduct user testing and verify defect fixes as appropriate, developing necessary workarounds for bugs to support ongoing business until defects are corrected.
- Perform product demonstrations and other presentations at internal and external meetings and training sessions.
- Communicate planned system updates and enhancements to appropriate stakeholders, ensuring they are informed about changes that may affect their workflow.
- Monitor and manage vendor performance to contract expectations and system compliance to contract Service Level Agreements.
- Provide backup technical and system-focused duties such as developing queries and reports for testing system performance, maintaining system interfaces and outputs with agency IT staff and vendors, and completing ongoing updates to the system.

- Comprehensive Product Ownership Expertise: Demonstrated experience in managing product backlogs, prioritizing features, and defining system requirements for complex systems, ensuring alignment with business goals and stakeholder needs. Strong sense of user experience with the ability to advocate for user-friendly features, ensuring the system meets both functional and usability standards.
- Change Control Expertise: Demonstrated experience in managing formal change control processes, evaluating and documenting system modifications, and securing necessary approvals before implementing changes to system functionality.
- Enterprise System Implementation & Agile Methodologies: Proven experience supporting the full lifecycle of enterprise systems, from initial deployment through ongoing maintenance, upgrades, and enhancements. Familiar with Agile methodologies, including sprint planning, backlog grooming, and working with development teams in iterative release cycles. Experience with tools such as Jira, Azure DevOps, or similar platforms.
- System Expertise & Support: Demonstrated experience acting as a subject matter expert (SME) on the system; understanding the operational aspects of the system, offering expert-level, thorough and responsive support, troubleshooting, training users, and ensuring the system's functionality aligns with business needs.
- System Configuration & Low-Code Tools Experience: Demonstrated hands-on experience customizing enterprise systems, defining system settings, and leveraging low-code/no-code platforms to support business needs, optimizing system performance, and delivering solutions that align with user requirements.
- Vendor & Contract Management Experience: Proven experience in managing vendor deliverables, ensuring adherence to Service Level Agreements (SLAs), and coordinating vendor-led enhancements or support tickets for systems being developed or supported by external vendors.
- Cross-Functional Collaboration, Stakeholder Engagement & UAT Coordination: Demonstrated experience in collaborating with cross-functional teams to engage stakeholders and manage testing processes. Skilled in defining test cases, facilitating User Acceptance Testing (UAT), validating deliverables before going live, and ensuring system functionality meets business requirements prior to deployment.

WHAT YOU NEED TO QUALIFY:
Six (6) years of information systems experience specifically in: enterprise system implementation, product ownership, system configuration, vendor management, and cross-functional collaboration.
OR
An Associate's degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field; AND four (4) years of information systems specifically in: enterprise system implementation, product ownership, system configuration, vendor management, and cross-functional collaboration.
OR
A Bachelor's degree in Information Technology, Computer Science, or related field AND two (2) years of information systems experience specifically in: enterprise system implementation, product ownership, system configuration, vendor management, and cross-functional collaboration.
OR
Master's degree in Information Technology, Computer Science, or related field may substitute for all of the above.
