the state’s economic development agency, is currently hiring a Tax & Incentives Specialist (Program Analyst 3). This position will give program and project management leadership for existing and new incentive and tax abatement programs. This position works closely with agency’s customers providing technical assistance and support to substantially affect the quality of program benefits and services. Develops and implements creation of program materials, stakeholder outreach, and acts as liaison between agency’s customers and Regional Services Team.

What you will do:
- Provides technical assistance and training to public and private entities on a regular basis, answers questions from stakeholders, and advises customers on how to follow program requirements involving complex terms with local governments and businesses.
- Contributes, evaluates, and develops reports, proposals, procurements, contracts, and manages technical and sensitive business data and information.
- Manages new and update existing incentives.
- Acts as program liaison among Department, agency field staff, local governments, organizations, industry groups, and other stakeholders on business development incentives administered and funded through the agency.
- Advises management, coordinates with staff, and takes lead on strategic planning, legislation and administrative rules, policies, procedures, forms and other program development elements.
- Makes oral presentations, and provides technical material about programs to municipalities, organizations, businesses and others.
- Processes applications for financial assistance, manages contracts and administers project awards by the department.
- Reviews and evaluates incentive program applications for business and industry development projects to determine eligibility under statute, rules and agency policy.
- Contributes to, evaluates and authors staff reports, complex proposals and other project documentation, and participates in the funding selection process and evaluates eligibility criteria for a large and varied volume of business development projects.
- Provides project development assistance related to agency funding sources, tax incentives and capacity building for business/industry retention, expansion and recruitment.
- Undertakes and supports program communication, storytelling, reporting, analysis and evaluation on incentive programs, working with Information Technology staff, Strategy & Communications team and Business Incentives Coordinator.
The ideal candidate will possess a combination of some or all the following skills:
- Tax incentive program and project management experience - Tactical thinker with experience managing, implementing and administering tax or business incentive programs and projects.
- Managing complex data and information – Ability to gather, track, manage, and report complex data and information to varying audiences.
- Effective communication – Experience facilitating public meetings, present information in a public forum and effectively facilitate meetings that involve stakeholders.
- Partnership Skills - Ability to build and maintain meaningful relationships with partners including community and economic development organizations, businesses, other state agencies, etc.
- Decision making & Collaboration - Ability to work independently and exercise high level decision-making skills in a fast-paced environment with competing interests and priorities. Experience building and maintaining relationships while working harmoniously with customers to reach a common goal.

What you need to qualify:
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and four years experience coordinating or administering a program
OR;
Any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skill requirements listed for the classification.
