OCDC is a nonprofit organization providing Head Start and comparable early childcare and education programs throughout the state of Oregon. Position Summary
The Learning & Development Specialist - Leadership Programs is responsible for designing, implementing, and managing leadership development initiatives that equip emerging and established leaders with the skills and competencies needed to drive organizational success. This position will focus on building a robust leadership pipeline, enhancing the capabilities of high-potential leaders, and aligning leadership development programs with the organization’s goals and values.
Essential Functions
- Design and implement development programs to strengthen the leadership pipeline and meet organizational needs.
- Oversees program logistics, ensuring alignment with organizational goals and coordinating with HR and county management and site leaders for seamless delivery.
- Define which leadership assessments will be used to support professional growth and how they will be tied to the leadership programs (360, Hogan, High Potential, DISC, etc.).
- Implement assessments, feedback tools, and coaching frameworks to support leaders’ personal and professional growth.
- Partners with organizational development staff to define consistent intra- and cross-functional teaming and change management tools and trainings for all OCDC leaders.
- Establish and track program metrics to measure impact and implement continuous improvement based on data and feedback.
- Stay updated on industry trends and integrate innovative best practices into leadership development programs.
- Serve as the central contact for L&D leadership programs.
- Partner with the head of Learning and Organizational Development in defining and executing leadership development strategies that meet organizational needs.
- Provides instructional design expertise to the creation of leadership programs.
- Expertly facilitates leadership programs including classroom and virtual trainings for small and large groups.
- Regularly evaluate federal, state and local requirements that would impact required trainings for OCDC leaders to ensure compliance.
- Manage program delivery and tracking through the LMS, providing user support to employees and managers as needed.
Performs other duties as assigned.
Qualifications
- Bachelor’s degree. Preferably in human resources, organizational development, adult learning or related field.
- Minimum 5 years of relevant work experience.
- 3 years of experience in people and team management.
OR Equivalent combination of relevant education and related job experience.
Required:
- CPLP – Certified Professional in Learning and Performance
- CPTM – Certified Professional in Training Management
(or other degree/certifications in Leadership and Organizational Development – including from SHRM and/or ATD)
Technical and Organizational Skills
- Ability to align leadership programs with organizational goals and anticipate future needs.
- Skilled in building and sustaining strong relationships with leaders and stakeholders across the organization.
- Flexibility to tailor programs to meet diverse needs and respond to changing organizational priorities.
- Ability to analyze data and feedback to drive continuous program improvement.

Salary : $68,827 - $79,218
