Position Title: Community Education Worker Program Manager
Compensation: $62,000 - $70,000 (depending on experience)

Job Location: Portland, Oregon. Oregon Residency Required. Must be able to come to the Portland office at least once a week. This position will also meet with partners in-person on a regular basis.

The Oregon Community Health Workers Association (ORCHWA) is a non-profit association dedicated to serving as a unified voice to amplify and advocate for and with community health workers across the state of Oregon. CEW Program Overview
ORCHWA’s Community Education Worker (CEW) Program supports a collaborative of community based organizations that work together to decrease inequities in early childhood education and increase the success of children from 0-5 through supporting the education and empowerment of families with low-income, with an immigrant or refugee experience, and families of color.
Position Summary
The CEW Program Manager holds a key role in the success of the CEW Program. This position will support Program partners, schedule CHW training,manage Program logistics and administration, ensure contractual compliance, maintain healthy supportive relationships with CEW Program stakeholders, and explore Program expansion as necessary. This is a supervisory position.
Essential Duties and Responsibilities
The essential functions include, but are not limited to the following:
- Manage CEW Program grant deliverables, ensuring contractual compliance, tracking activities, compiling data, development and submission of reports.
- CEW Program Partner management including: onboarding and training of CEWs/CHWs, ongoing communications to ensure Partners have relevant information and support, delivery of feedback for Partner professional development, build and maintain strong cross organization partnerships
- Work closely with Program partners to ensure regular data tracking and submission.
- Maintain and further develop infrastructure and expand the CEW Program reach.
- Plan and implement training series for CEWs/CHWs.
- Provide direct strength-based supervision to CEW Program Coordinator.
- Provide external communications about the CEW Program.
- Meeting facilitation (in-person and virtually)
- Attend and support partner gatherings.
- Perform other duties as assigned.
Minimum Qualifications
- Practicable knowledge of CHW roles.
- Minimum 2 years project or program management.
- Experience and success facilitating toward consensus, inclusive decision-making, deepening cross cultural understanding.
- Success building and maintaining strategic partnerships.
- Experience and comfort working and communicating cross-culturally.
- Ability to effectively manage competing priorities.
- Strong oral and written communication.
- Strong organizational skills.
- Functional knowledge data management platforms.
- Success and ability to effectively analyze program goals and objectives to determine compliance or non compliance, identify program deficiencies or problems based on data, and in partnership develop corrective action strategies.
- Intermediate to advanced proficiency in Google Workspace
Preferred Experience
- 2 years experience as a CHW or other traditional health worker.
- 2 years supervisory experience including strength-based supervision, onboarding, coaching, performance evaluation and carrying out personnel policies.
- Experience managing grants.
- Experience in early childhood education, kindergarten readiness, early life health.
- Strong knowledge of and/or experience with the non-profit sector.
- Bilingual/Multilingual
