The Oregon Department of Corrections is seeking a Recruiter to join our dynamic team of human resources professionals. While this position will recruit for a variety of roles, the primary focus will be on identifying top talent for healthcare positions within a correctional setting. This is a unique opportunity to help shape a workforce dedicated to providing critical care and services in a meaningful environment.

About The Job – Your Role

As a Recruiter, you will partner with hiring managers to understand staffing needs and develop targeted recruitment strategies, with a focus on healthcare roles such as medical and behavioral health positions. You will source, engage, and guide candidates through the hiring process, ensuring a positive and seamless experience while building strong connections with professional organizations, educational institutions, and community networks to expand the talent pipeline.

A key part of this role involves promoting diversity, equity, and inclusion throughout all recruitment efforts and collaborating with team members to implement creative solutions that address recruitment challenges in a correctional setting. Additionally, you will utilize applicant tracking systems (e.g., Workday) and other tools to manage the recruitment process efficiently.

This position is management services and may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.

Minimum Qualifications

  • A Bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority; and two years of Human Resource professional-level experience related to the position.
  • Valid Certification as a Professional in Human Resource awarded by the Human Resource Certification Institute, and three years Human Resource professional-level experience related to the position.
  • Five years Human Resource experience related to the position. Three of the five years must have been at the professional-level.

Equivalencies

  • A master's degree in any of the above listed courses of study may substitute for one year of professional-level experience.
  • The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.
  • Valid Certification as a SHRM Certified Professional awarded by a nationally recognized organization, substitutes for one year of human resource professional-level experience.

  • Experience in recruitment, with a background in healthcare recruitment preferred.
  • Excellent communication and interpersonal skills to connect with candidates and hiring teams.
  • A proactive and innovative approach to problem-solving and meeting recruitment goals.
  • Familiarity with applicant tracking systems and sourcing tools.
  • Ability to effectively market roles and opportunities to attract top talent by crafting compelling job postings, engaging outreach campaigns, and leveraging social media and professional networks.
  • Willingness and ability to travel throughout Oregon, including overnight trips, to attend job fairs, networking events, and conduct outreach in various communities.

Working Conditions

This position operates in a computer-heavy office environment, requiring prolonged periods of sitting, typing, and using a computer. While the role offers the flexibility to work a hybrid-remote schedule, it also involves occasional overnight travel throughout Oregon to attend job fairs, conduct outreach, and support recruitment efforts. Additionally, the position may involve occasional interactions with adults in custody during recruitment activities within Correctional Facilities. The ability to maintain professionalism and composure in a secure and structured environment is essential.

It advises and evaluates counties regarding administration of probation and parole programs supervising more than 24,000 offenders in Oregon communities. The salary range listed above is for non-PERS qualifying applicants. PERS qualifying applicants may be eligible for an adjusted range to reflect an additional 6.95%.

About The Process – What To Expect

  • After the application deadline, a recruiter will review submissions for education and experience to identify candidates who best fit the minimum qualifications and requested skills.
  • Top candidates will be referred to the hiring manager.
  • The hiring manager will review your application and schedule interviews.
  • Interview will be held with a panel of stakeholders who have completed panel assessment training. Scores will be determined based on predetermined questions and scoring guides. Preferences points will be applied in compliance with relevant laws and bargaining agreements. There may be multiple rounds of interviews.
  • Final candidates will have a background check, PREA check, and reference checks.
  • A Classification and Compensation analyst will review the Workday Application of the successful candidate to determine starting wages. Learn more about Equal Pay.

Requirements For Employment

The successful candidate for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, there may be some felony convictions that could disqualify you for this position. However, having a felony record does not exclusively restrict you from being considered as an applicant. CJIS clearance is done at the conditional job offer.
