What you will do!
As the Financial Reporting Analyst you will enhance the agency's financial reporting capabilities by training school districts and other external stakeholders on issues related to financial reporting. You will be responsible for staying up to date with Governmental Accounting Standards Board (GASB) guidelines and providing expert guidance on accounting practices to ensure compliance and transparency.
The Financial Reporting Analyst plays a critical role in ensuring the accuracy and consistency of financial information, which is essential for effective program management and fiscal accountability. Within this program, the Financial Reporting Analyst collaborates closely with school districts to align financial reporting initiatives with organizational objectives. You will be responsible for the ongoing update and maintenance of the Program Budget and Accounting Management (PBAM) system and the chart of accounts. The Financial Reporting Analyst functions as a key resource for training and support, ensuring that districts understand financial reporting requirements and best practices. Additionally, as the Financial Reporting Analyst you will manage the development and delivery of training materials and sessions, ensuring that stakeholders are well-informed and equipped to meet their financial reporting obligations.
Typical duties include:
Program Administration
- Provide training and support to school districts on the Program Budget Accounting Manual (PBAM) and state financial reporting standards to ensure accurate data submissions.
- Collaborate with internal teams to ensure that financial data is integrated into state reporting systems and supports transparency efforts.
Program Monitoring
- Perform detailed analysis of financial data submitted by school districts to identify trends, discrepancies, or areas for improvement in financial transparency.
- Develop financial reporting templates and tools to support school districts in meeting state reporting requirements and improving the quality of financial information.
Program Representation
- Represent the Fiscal Transparency Unit in meetings and discussions with school districts and external stakeholders, ensuring clear communication of fiscal reporting requirements and expectations.
- Act as the primary point of contact for school districts regarding their financial reporting processes, providing guidance and support to ensure compliance with state standards

Minimum Qualifications (Need to Have)
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and two years experience coordinating or administering a program
OR
Any combination of experience or education equivalent to five years of experience that typically supports the knowledge and skill requirements listed for the classification.

- Experience in the development, implementation and evaluation of strategic organizational goals, plans and policies. Experience analyzing complex and sensitive issues and situations, identifying alternative solutions, and forecasting consequences of proposed actions and implementing recommendations in support of strategic organizational goals, plans and policies.
- Budget planning and preparation including forecasting and establishing budget projections associated with revenue streams. Strong knowledge of the principles and process of budgeting and financial management as it relates to operational management and program delivery. Understanding of state and federal funding processes.
