Job Description:
The
Oregon Department of Emergency Management (OEM)
is excited to announce an opening for a Director of Response and Recovery Operations (Grants, Loans and Programs Manager 2) to oversee and provide strategic direction for the operations of the State Emergency Coordination Center (ECC), Alert and Warning/Radio Comms, State Search and Rescue (SAR) Program, Logistics and Mutual Aid, Emergency Management Assistance Compact (EMAC), and credential program.
Here are some of the supporting duties:
- Oversee the administration, management, and coordination of federal and statewide emergency response operations ECC/RCC, Emergency Communications, the State Emergency Coordination Center, Search and Rescue, and the integration of crisis management tools.
- Partner with the IT Division to arrange workforce and fiscal resources to integrate "cutting-edge" technologies into current operations, communications, and automation systems that enhance OEM’s ability to provide mission critical support to local, state, tribal, and federal agencies and jurisdictions.
- As a member of the management team, participate in the section’s program budget preparations.
- Direct the operation of the Emergency Coordination Center (ECC) by developing and implementing policies and procedures to ensure effective and efficient operations during exercises and actual emergency activations.
- Serve as 24/7 on-call Executive Duty Officer (EDO) on a rotational schedule, alternating with other designated staff.

This position is pending reclassification to the Business Operations Manager 2, which is the same salary range as the Grants, Loans and Programs Manager 2.

What do you need to qualify? Minimum Qualifications:
Six years of lead work, supervision, or progressively related experience; OR
Three years of related experience and a bachelor’s degree in a related field.

- The salary listed is the non- Public Employee Retirement Systems (PERS) qualifying salary. If the successful candidate is PERS qualifying, the salary will reflect the 6.95% increase.

To support development and enhancements of State ECC/RCC capabilities and responsibilities all staff may be re-directed from day-to-day duties to support planning, training, and exercise activities as needed.
