We are seeking a Safety, Oversight, and Quality (SOQ)-Administrator (Compliance and Regulatory Manager 3) who is an innovative, seasoned manager with demonstrated executive leadership experience to lead our SOQ unit. The Safety, Oversight, and Quality (SOQ) is a unit of the Office of Aging and People with Disabilities that works to ensure the safety of residents and quality care through the licensing and regulatory oversight of Oregon’s long-term care settings- Adult Foster Homes, Residential Care Facilities, Assisted Living Facilities some of which are Memory Care endorsed, and Nursing Facilities.

Summary Of Duties
As the SOQ Administrator, you will:
- Be responsible for establishing the mission, overall direction, and priorities of the Safety, Oversight, and Quality unit.
- Be responsible for oversight, development, and implementation of continuous improvement principles and projects that will further enhance the effectiveness of SOQ’s role to provide regulatory oversight of APD’s long-term care settings, prevent harm, ensure safety, and promote quality of care.
- Develop and maintain collaborative partnerships across statewide program design and delivery leadership to advance the goals for the protection and safety of Oregon’s older adults, tribal elders, and people with physical disabilities.
- Direct the development and implementation of Oregon Administrative Rules, policies, procedures, guidelines, and program priorities that ensure the safety of residents and quality of care in licensed long-term care settings.
- Use data and industry best practices to develop and implement policies, procedures, systems, and program improvements.
- Maintain frequent and extensive interactions with partners and interested parties to achieve the mission of the SOQ office and APD program.
- Be a member of the APD’s executive team that works to strategize and support the implementation of ODHS and APD’s mission, vision, and values.
A valid driver’s license and acceptable driving record are required for this position.
- Seven years of supervision, management, or progressively related experience; OR
- Four years of related experience and a Bachelor’s degree in a related field.
We are looking for candidates with:
- Demonstrated management and executive level leadership experience.
- Proficient understanding and demonstrated experience implementing change management principles.
- A commitment to and experience in promoting equity, addressing bias, and creating an inclusive work environment.
- Experience developing, interpreting, and enforcing Oregon Administrative Rules, policies, and procedures.
- Experience managing and providing program oversight within a high-risk, high-paced licensing and regulatory environment.
- Demonstrated ability to strategically design, manage, plan, execute, and prioritize workload, resources, timelines, risks, and opportunities.
- Ability to lead and motivate teams, make critical decisions, and remain calm under pressure.
- Experience leading and managing mid-level managers or multiple work units concurrently.
- Demonstrated experience and understanding of managing public sector government programs, including managing represented employees.
- Evidence of strong interpersonal skills, including communication and collaboration with internal and external partners.
Working Conditions
- Periodic irregular or extended work hours for meetings, travel, and on-call availability for high-profile and critical regulatory cases can be expected.
- Frequent travel is required to all parts of the state for engagement with licensed facilities, adult foster homes, local offices, and community partners.
- Required to occasionally work excess of scheduled hours on some days and/or weekends/holidays, or in the event of serious or emergencies.
- Occasional public speaking engagements may be required.
