Job Description
The Oregon Department of Justice (DOJ) is seeking to hire an experienced financial analyst to join the Budget Services Team, as a Budget Analyst (Fiscal Analyst 2). Our Budget Analysts are key team members in the development, analysis, and delivery of budgets for our divisions. As a Budget Analyst, you will prepare, track, and guide in the execution and monitoring of divisional budgets. This is accomplished by tracking revenues and expenditures for the divisions and providing monthly expenditure reports that include budget versus actual expenditure analysis, vacant positions, a narrative analysis of budget changes, budget issues and recommendations to resolve issues. This role works collaboratively with DOJ staff, Legislative Fiscal Office, Chief Financial Office (CFO), Governor’s Budget Office and others team members on budget development processes.
We are seeking to hire a Fiscal Analyst with government budgeting experience. Preference will be given to applicants with a State of Oregon budgeting background. This is a hybrid position which will require some work in the office at our Justice Building in Salem. Remote work opportunities may be allowed on a regular basis once an initial onboarding phase is completed.

What You Will Do
In part, you’ll be entrusted to:
- Serve two or more divisions by tracking the budget for each of their divisions to include documenting all budget actions – budget additions and budget reductions and the source and timing of each budget action as well as if the budget additions are permanent or temporary.
- Provide Division management with monthly budget versus actual expenditure reporting, vacant position listings, a narrative analysis of budget changes, budget issues and recommendations to resolve issues. Including making projections and forecasting the budget balance at the end of the biennium.
- Translate department budget requests in the budget development process into a “Policy Option Package” format and determine the appropriate FTE’s, personal service costs and other operating costs.
- Perform calculations for budget reduction scenarios and fiscal impacts of legislative bills.
- Prepare budget narratives and budget presentation materials in the budget development process.
- Input budget data for assigned divisions and programs into the Oregon Budget Information Tracking System (ORBITS) and the Oregon Position Information Control System (ORPICS).
- Follow the state budget development processes using established guidelines/resources.
- Work collaboratively with other Budget Analysts to review budget submissions for accuracy and for conformity with centralized State of Oregon offices of CFO and Legislative Fiscal Office (LFO) and follow Department of Administrative Services (DAS) budget instructions and work to ensure that all deadlines are met.
- Gather and analyze data to support budget requests and to ensure that financial information is reasonable, accurate, and in compliance with DAS and agency guidelines and rules.
- Make projections and forecast the budget balance at the end of the fiscal year or end of the biennium.
- Other fiscal analyst duties as assigned.
- Five years of progressively responsible experience that includes the preparation, analysis, and administration of a budget or fiscal system.
- Five years of professional-level experience in accounting, fiscal auditing, management or program analysis. Experience must have included modeling, forecasting, and analyzing fiscal information.
- Successful completion of the Department of Administrative Services Budget and Management Public Administrative Trainee Program.
- A Bachelor’s Degree in in Business, Public or Non-Profit Management, Finance, Accounting or a related degree (such as Public Policy, Political Science, Public Administration or other analytical or technical degree) may substitute for three years of the required experience.
- A graduate level degree in any of the above areas may substitute for four of the five years of the required experience.
- Experience effectively communicating complex fiscal information both orally and in writing, to a diverse group of decision makers and stakeholders within a professional organization.
- Work experience using a financial query tool to extract data from a mainframe database with an export to readable format (Excel, Word, PDF) and produce financial reports for management.
- Work experience with State of Oregon Budget Information Tracking System (ORBITS), Oregon Position Control Information System (ORPICS), and Oregon Statewide Financial Management System (SFMA).
- Work experience and understanding of complex financial management and budgetary principles and practices.
- Effective and demonstrated experience communicating complex fiscal information (both written and verbal) to a diverse group of decision makers and stakeholders within a professional organization.
- Demonstrated ability to work collaboratively.
- Experience working with federal or other grants.
