The Oregon Health Authority has a fantastic opportunity for Behavioral Health Financial Analyst to join an excellent team. This is a Full-Time, Permanent, Classified Represented position with the Office of Health Analytics. This recruitment may hire more than one Financial Analyst 2 for the Office of Health Analytics. The responsibilities are summarized below.


What you will do!

Certified Community Behavioral Health Clinic (CCBHC):

As a CCBHC Financial Analyst, you will provide fiscal and budget evaluation and analysis to the Office of Actuarial and Financial Analytics of the Fiscal Operations Division. You will perform a wide range of budget analysis related to the Certified Community Behavioral Health Clinics (CCBHC) and other safety net clinics, including project management, fiscal and budget advice, budget developing, financial analysis, monitoring, tracking, and making budget adjustments, and other policy and budget activities.


The CCBHC Financial Analyst will be responsible for leading re-basing for CCBHC PPS rates, both in years that a total rebase for full program (30 clinics) is needed, and in off years by request for change in scope. They will also help process the increase in wrap around claims for CCBHC PPS, which is estimated to triple for statewide status. They will also determine when/if a vendor is needed to complete statewide re-basing and support the ACT in reviewing cost reporting annually before submitting to CMS. Review/analyze cost worksheets to develop rates for newly enrolled CCBHCs and existing ones that need updating. They will also work with and assist consultant team with the financial review and analysis of the historical financial data to draw conclusions on cost for services not noted within claims data. This would include analysis of financial information and inquiries to organizations to understand the financial impact for Medicaid and non-Medicaid behavioral health services data. The FA2 would also be responsible for providing ongoing complex analysis.


Besides applying these technical and analytical skills, this position participates in policy strategy development with program management and agency leadership. In support of the agency’s goal to eliminate health inequities by 2030, this position analyzes budgets, programs, and proposals with a focus on identifying potential impacts to that goal and coordinating research for further policy consideration.


Community Mental Health Program (CMHP):

As a CMHP Financial Analyst, you will provide fiscal and budget evaluation and analysis to the Office of Actuarial and Financial Analytics of the Fiscal Operations Division. You will perform a wide range of budget analysis related to the Community Mental Health Programs (CMHPs), including project management, fiscal and budget advice, budget developing, financial analysis, monitoring, tracking, and making budget adjustments, and other policy and budget activities.


The CMHP Financial Analyst will be responsible to work with and assist consultant team with the financial review and analysis of the CMHPs historical financial data to draw conclusions on cost for services not noted within claims data. This would include analysis of financial information and inquiries to organizations to understand the financial impact for Medicaid and non-Medicaid behavioral health services data. The FA2 would also be responsible for providing ongoing complex analysis.

What we are looking for:

Five years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system.


OR, five years of professional-level experience in accounting, fiscal auditing, management or program analysis. Experience must have included modeling, forecasting and analyzing fiscal information.


OR, successful completion of the Department of Administrative Services Budget and Management Public Administrative Trainee Program.

  • Ability to manage multiple tasks and effectively work well with other members.
  • Must be able to organize and prioritize work to meet deadlines and have flexibility, work demand tolerance and exhibit written and oral communication skills including effective communication with coworkers.
