Opportunity Awaits, Apply Today! - Community Outreach and Engagement Manager (Health Policy and Program Manager 3)
Serve as the Community Outreach & Engagement Manager (COE Manager) to lead and oversee the community outreach, engagement, education, and system navigation activities for specialty populations. This includes strategic direction, planning, and coordinating outreach activities strategically at the statewide level; oversight of building and maintaining relationships with community partners; ensuring collaboration among and between agencies and internal teams/units; and with external partners. The COE Manager will direct outreach events around the state, seek out and implement opportunities for earned media promotion such as newsletters and websites, and actively seek out organizations in identified areas of need. The COE Manager will cultivate strong, productive, and strategic relationships within ERD, OHA Divisions, and other State agencies. Expectations for the first six months will include working with the existing OCHE Team to develop community engagement training materials and implement engagement strategies to support the ongoing OHA work to reach the 2030 goal of eliminating health inequities.
The person in this position will utilize both community successes and best practices along with the feedback received by team members, community partners, and community members to inform OHA leadership, including the OHA Director, OHA Government Relations Director, and division administrators of emerging issues, patterns of citizen concerns and make recommendations for improvements to systemic practices and service delivery; these recommendations will prioritize recommendations for the elimination of health inequities. This position has a statewide scope, including working relations with the executive, legislative, and judicial branches of government and elected federal officials. During the development of this program, this manager will foster collaborative relationships across the Oregon Health Authority and other state agencies. The COE Manager develops and implements outreach plans and identifies system opportunities and/or barriers to facilitating outreach and enrollment. The COE Manager will communicate regularly with the Office of Community Health and Engagement Director and Deputy Director about program development, activities, evaluation, and planning. The AA Salary Range for this position is between $8,097.00 to $12,522.00 per month.

What We Are Looking For
Minimum Qualifications: These qualifications must be visible in your application for consideration.
Seven years of supervision, management, or progressively related experience; OR four years of related experience and a Bachelor’s or Master’s degree in a related field.
Preference Statement:
  • Extensive experience designing, developing, and implementing outreach and enrollment strategies centering communities to advance health equity
  • Meaningful management experience leading diverse teams
  • Excellent track record of building partnerships in communities
  • Must be able to organize and prioritize work to meet deadlines and have flexibility, work demand tolerance and exhibit written and oral communication skills including effective communication with coworkers.
  • Must be proficient in Microsoft 365
  • Bilingual-Bicultural-Biliterate, Multilingual-Multicultural-Multiliterate
  • Ability to manage multiple tasks and effectively manage irate and hostile members.
  • Must be proficient in Word, Excel and PowerPoint.
  • Strong Medicaid knowledge, particularly with experience in Medicaid complaints and grievances, work with Coordinated Care Organizations and/or professional or lived experience working, advocating and/or navigating Oregon’s Medicaid system preferred.
  • Case management or advocacy experience, preferably with populations most impacted by health inequities.
  • Demonstrated skills in organizational collaboration, alternative dispute resolution and/or relationship-based approaches to resolving conflict.
  • Demonstrated ability to translate individual experience into systems improvement and advocacy, particularly within Medicaid and/or other health settings.
  • Demonstrated cultural awareness and cultural humility.
  • Demonstrated ability to steward relationships with diverse groups.
  • Strong communication skills (written and oral) with ability to persuade and to communicate complex topics in understandable ways. Demonstrated effective communication with coworkers, OHA leadership, CCO staff , OHP members, and other members of the public.
  • Ability to manage multiple tasks and effectively manage and advocated for members experiencing extreme frustration with health systems and state government.
  • Must be proficient in Word, Excel and PowerPoint.
