Job Description:
The
Oregon Health Authority (OHA), Public Health Division (PHD), Immunization
Program in Portland, Oregon, is seeking a qualified candidate for the position of Vaccine Supply and Access Team Manager. This role provides leadership, public health policy guidance, technical expertise, and oversight for the state's implementation of the Federal Vaccines for Children (VFC) and other immunization programs.

This is a full-time, permanent, management service position and is not represented by a union.

What will you do?
As the Vaccine Supply and Access Team Manager, you will provide leadership and direction to independently functioning teams responsible for developing and sustaining relationships with various healthcare providers and agencies involved in vaccination efforts. You will ensure that program evaluation findings are aligned with project improvements and the overarching mission and goals of the Department of Human Services (DHS) and the Oregon Health Authority (OHA). This management position requires a practiced commitment to professionalism, respect and kindness in all interactions.
You will be an active member of the Immunization Management Team, which offers guidance to the entire Immunization section and other sections within the public health division. Additionally, you will participate in the Immunization Policy Advisory Team (IPAT), collaborating with managers from various public health programs and representatives from both public and private medical providers, as well as community partners, to develop statewide immunization policies.
You will advocate for effective policies and programs through strategic public and private partnerships and assist with pertinent state legislative processes and entities.
What we are looking for:
Minimum Qualifications:
  • Five years of lead work, supervision, or progressively related experience
    OR
  • Two years of related experience and a bachelor's degree in a related field.

  • Experience in managing and ensuring compliance with government grants and related activities.
  • Extensive experience in supervising high-level staff working on multiple independent projects.
  • Demonstrable experience as a leader who builds trust and social capital with internal and external partners, communities, and critics.

  • Experience in strategic planning, evaluation, and budgeting.
  • Experience in developing policy with partners at the local, state, and national levels.
  • Extensive experience with designing, conducting, analyzing, and applying process improvement practices.
  • Advanced experience with emergency preparedness procedures and practice.
  • Experience creating, promoting, welcoming, and maintaining a culturally competent and diverse work environment.

Working Conditions:
Approximately 80% of the work of this position may be conducted remotely with full access to needed operating systems and technology. During the remaining time, the employee may be required to attend federal, state and local meetings, and make field visits to a variety of public and private provider sites. In office work will be conducted at the Portland State Office Building, located at 800 NE Oregon Street, Portland, OR 97232. Work location can be changed at any time at the discretion of the hiring manager.

  • The salary listed is at the non-PERS rate. Public Employee Retirement System (PERS) eligible employees will have their base salary increased by 6.95% and pay the 6% employee contribution to PERS. If you are not yet PERS eligible, the 6.95% pay increase and employee contribution will be effective upon PERS eligibility
