Oregon Housing and Community Services (OHCS) is searching for a HMIS Custom Reporting Specialist. The person in this position will ensure that OHCS-funded program data is accurately captured, reported, and utilized across various Homeless Management Information System (HMIS) implementations, through the scripting of custom HMIS report writing, supporting the overall goal of accurately measuring the impact of homeless and housing retention intervention programs in the state of Oregon. IMPORTANT INFORMATION

  • This position is permanent, full time, and represented by SEIU.

WHAT YOU WILL DO
This position works to ensure that OHCS-funded program data is accurately captured, reported, and utilized across various Homeless Management Information System (HMIS) implementations, supporting the overall goal of accurately measuring the impact of homeless and homeless intervention programs in the state of Oregon.
MINIMUM QUALIFICATIONS
A Bachelor's degree in any discipline that included six-quarter units in statistics or quantitative analysis methods and procedures.

Three years’ experience as a research assistant comparable to the work of a Research Analyst 1; or two years’ experience using computer applications to help gather, compile, analyze, and report information and statistical data.

  • Proficiency in analyzing complex data sets to identify trends, patterns, and insights using data analysis and reporting tools.
  • Ability to develop and write custom reporting scripts/codes in SAP Business Objects, SQL, and Tableau, including statistical summaries, and narrative reports.
  • Effective verbal communication skills to explain research information and provide technical assistance to partners and stakeholders.
  • Experience promoting diversity, equity, and inclusion principles and practices in the workplace.

HOUSING STABILIZATION DIVISION
OHCS’s Housing Stabilization Division (HSD) provides critical statewide services addressing homelessness, housing stabilization, and energy and climate resilience for Oregonians with low incomes. HSD also administers the statewide data repository supporting accountable and effective funding and program design. Through a network of providers, including Community Action Agencies, local governmental and community-based planning groups, and community-based and culturally responsive organizations, HSD provides funding for shelter, re-housing support, rent assistance, energy assistance, and supports community service connections to critical needs for health care, education, and nutritious food. Recognizing the need to address root causes, the Housing Stabilization Division seeks to honor tribal sovereignty advance racial equity, and deploy a human-centered, wraparound approach toward a vision that all Oregonians will have equitable and inclusive access to safe and affordable housing and energy resources ensuring that any experience of housing instability will be rare, brief, and nonrecurring.
Performance and Evaluation Section (P&E)
The Performance and Evaluation Section administers the Oregon Multi-continuum of Care (OMC) Homeless Management Information System (HMIS) and leverages related data to evaluate programs that work to prevent and end homelessness.
