The Chief Financial Officer of the Finance Division is a crucial leadership position at Oregon Housing & Community Services (OHCS). The person in this position will provide direction, leadership, and management for all the department's financial functions, systems, processes, and personnel. The Division provides strategic financial guidance and management to secure the financial position of the agency while delivering quality housing options to Oregonians, from shelters and re-housing programs to housing stabilization, rental and homeownership development, and homeownership lending programs. WHAT YOU WILL DO
The Chief Financial Officer (CFO) is to provide executive leadership to the Finance Division. The person in the position will create and navigate the team toward visions that staff are engaged with and passionate about. They will manage relationships including subordinate, peer and supervisory, in addition to external relationships. They will create a culture of accountability to clearly understand, and consistently deliver on objectives. They will be clear eyed in making leadership decisions that stay to course and can withstand pressures misaligned with the division objectives. They will be the primary decision maker for teams and programs, leading with emotional intelligence and political savvy to understand what situations call for decisive leadership, and which situations call for power sharing and comfort with non-closure. They will lead by example, including creating a management team that is accountable to results, and accountable to developing staff based on their knowledge, skills, and abilities related to the tasks at hand. Finally, they will ensure organization and coordination of the division to support the rest of the agency in function and resources to achieve agency adopted goals.
MINIMUM QUALIFICATIONS
Seven years of management experience; OR four years of management experience and a bachelor's degree in a related field.

Oregon Housing and Community Services (OHCS) is Oregon's housing finance agency. We provide financial and program support to create and preserve opportunities for quality, affordable housing for Oregonians of lower and moderate income. The lack of available housing, high rents and high home prices are driving rapid increases in housing instability and homelessness. OHCS released its Building Oregon's Future : 2023 Annual Report to update the agency's significant progress in meeting the goals outlined in the 2019 Statewide Housing Plan. We are now more than halfway into the five-year plan.

FINANCE DIVISON
The Finance Division at OHCS provide direction, leadership, and management for all the department's financial functions, systems, processes, and personnel. The Division provides strategic financial guidance and management to secure the financial position of the agency while delivering quality housing options to Oregonians, from shelters and re-housing programs to housing stabilization, rental and homeownership development, and homeownership lending programs. The Divisions is responsible for development and oversight of financial plans and policies, for development and execution of agency budgets, for collaborating with business leaders to develop and implement innovate financing structures, and for managing the organization's credit and financial risk. Uniquely, this positions also oversees investment portfolios, bond indentures, and capital market executions which OHCS is legislatively authorized to manage.
Controller's Office : Accounting
The Accounting section maintains the Department's records of revenue, accounting records, and is responsible for the financial reporting both internally and externally to bond trustees, the State of Oregon, the Federal government, and the many external stakeholder organizations. The Section is responsible for financial analysis and internal operational control assessments. This section also oversees agency accounts receivable, accounts payable and disbursements, internal cost allocations, cashiering, and creation and executing of the agencies operating budget. It is the primary contact with Trustees and ensures loan purchases and investments are made in accordance with the bond indenture requirements.
Controller's Office : Fiscal Monitoring and Policy
This unit oversees financial compliance activities including mitigating financial risks and providing operational support for state and federal grants provided by OHCS. This section also monitors recipients of OHCS grants to assure compliance with federal and state regulations.
Chief Financial Office : Budget
The Budget Section of the Chief Financial Office manages and reports on all aspects of the agency's budget. The section provides centralized leadership to developing the agencies requested budget and is accountable to ensuring agency standards of excellence exist in all budget materials. The budget section works closely with partners at the Legislative Fiscal Office and the Department of Administrative Services to provided needed reports and budget documents throughout the biennium. The section provides critical operational support for the agency.
Chief Financial Office : Capital Markets & Debt Management
The Capital Markets and Debt Management Section manages complex bond sales, mortgage securitization activities, debt service, interest rate swaps, managing the investments of all funds held with the Department's trustee, as well as other related loan activity for the agency making best financial execution decisions to maximize agency lending activities. Bond proceeds and selling of mortgage-backed securities to secondary market investors are used to finance the development of multifamily affordable housing, as well as to provide government subsidized loans for homebuyers. Bond related activities provide a mechanism to fund loan programs by selling tax-exempt and taxable bonds to investors and using the proceeds to finance multifamily and single-family mortgage loans. The Department's investment portfolio is an area of unique complexity considering OHCS has statuary exemptions to manage its own investments. The work of this section provides a critical funding mechanism to create and maintain affordable housing for low-income Oregonians
