This position is permanent, full time, and represented by SEIU.

Effective Jan. 1, 2025, the compensation plan for this position will be adjusted to reflect a Cost-of-Living Adjustment (COLA). The salary listed in this posting does not reflect the COLA

WHAT YOU WILL DO

The primary purpose of this position is to provide support for all Affordable Rental Housing Division programs and functions, including both federal and state-initiated dollars. Works with Programs, Production, Compliance, Asset Management, as well as the Planning and Policy team to inform and implement processes and implementation for programs as changes occur. This position will participate in process development, planning, developing and implementing operational controls and reporting to support increase efficiency, clarity, and alignment with diverse efforts across the division. This includes working with various public funders, developers, and legal counsel to coordinate and track process development and change recommendations and communication efforts.

MINIMUM QUALIFICATIONS

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work.

Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification

Oregon Housing and Community Services (OHCS) is Oregon's housing finance agency. Affordable Rental Housing Division : Operations Section

Oregon Housing and Community Services (OHCS) provides stable and affordable housing and engages leaders to develop integrated statewide policy that addresses poverty and provides opportunity for Oregonians. OHCS's vision for the state is that all Oregonians have the opportunity to pursue prosperity and live free from poverty.

OHCS's Affordable Rental Housing Division serves as the state's housing finance agency. OHCS provides financial support to create and preserve quality, affordable rental housing for Oregonians of lower and moderate incomes. The Affordable Rental Housing Division administers federal, and state-funded multifamily rental housing resources to facilitate the increased availability of safe, decent, affordable housing for Oregonians with low incomes. This includes the development of new multifamily rental units and the acquisition and rehabilitation of multifamily rental units; the preservation of existing subsidized multifamily rental housing and the long-term maintenance of affordable rental housing through asset management and compliance, as well as managing HUD Section 8 Contract for the state of Oregon.

The Operations section of the Affordable Rental Housing division is responsible for the implementation, oversight, and coordination of the division's administration activities. This includes coordinating and branding division communication; facilitating program development stakeholder outreach; and ensuring opportunities for consistent, transparent engagement opportunities for the division's stakeholders. This group is responsible for participating in Agency planning efforts. The Operations section oversees and administers the divisions data system. The Operations team works with staff around the division on project management and process improvement. The team works with and leads the operationalization and implementation efforts, as well as facilitating efforts to innovate and streamline existing programs.
