Job Description:
This is a part-time position and performed on an as-needed basis at a rate of $19.77 per hour.
The Oregon Liquor and Cannabis Commission (OLCC) oversees access to alcohol and cannabis products in Oregon through education, regulation, and distilled spirits distribution. Our aim is to protect public health and safety while supporting responsible businesses and providing funding for local and state agencies.
The agency is comprised of three major operational programs: the Distilled Spirits Program, the Recreational Marijuana Program, and the Public Safety Program. Revenue generated from these programs helps support state and local government programs.
This position is with the Public Safety Program which licenses and regulates businesses in both the marijuana and alcohol industry. This includes manufacturers, wholesalers, bars, restaurants, grocery, convenience stores and the operation of the recreational marijuana industry in Oregon.
The position is based at our Milwaukie, OR headquarters office. Please note that this office will relocate from Milwaukie to Portland, OR by the end of 2026.

About this opportunity:
- This is a temporary position and is not represented by a union. It does not include the typical benefits available for employees. However, temporary employees may be eligible for employee health benefits offered through the Public Employees Benefit Board (PEBB) as outlined in the Patient Protection and Affordable Care Act.
- Because this position has access to criminal history information, per ORS 471.695 (2) the Commission requires a criminal history check prior to employment; the person hired will also be fingerprinted. This position must maintain appropriate CJIS clearance throughout employment.
Here’s what you will do:
As a Minor Decoy, you will work with Regulatory Specialists to ensure licensees lawfully sell and serve alcohol and marijuana products by confirming the licensees are not selling to minors.
Duties include:
- Accompanying Regulatory Specialists into licensed premises and attempting to purchase alcohol or recreational marijuana using valid legal driver’s license, identification card or other valid identification
- Participating in joint missions by accompanying personnel from law enforcement agencies or special interest groups in accordance with agency policy
- Communicating verbally and documents in writing minor decoy visits and findings in a narrative report, attaching receipts and other related documentation
- Preparing and presenting documents needed for contested case hearings
- Testifying on behalf of the Commission at administrative law hearings and/or in criminal court

Minimum Qualifications
- You must be between 18-20 years of age at the time of hire, which is generally one month from the time the job announcement closes.
