Summary

Contract Buy Out Program : This position may be eligible for the Physician / Provider Contract Buy Out Program (CBOP) - this authorizes VHA to buy out service contracts (Locum agreements - loan repayments - sign-on bonus contracts - Physician-owned practices) in exchange for employment at certain rural / highly rural facilities for a period of obligated service (min 4 yrs). Qualifications

To qualify for this position - you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation.

Basic Requirements :

  • United States Citizenship : Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy
  • Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine
  • The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed
  • Current - full and unrestricted license to practice medicine or surgery in a State - Territory - or Commonwealth of the United States - or in the District of Columbia
  • Residency Training : Physicians must have completed residency training - approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification
  • NOTE : VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are : (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME) - b) OR [(2) Those approved by the American Osteopathic Association (AOA) -OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States) - which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences
  • Residents currently enrolled in ACGME / AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs)
  • PRPs must be fully licensed physicians (i.e. - not a training license) and may only be appointed on an intermittent or fee-basis
  • PRPs are not considered independent practitioners and will not be privileged
  • rather - they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision
  • Additionally - surgery residents in gap years may also be appointed as PRPs
  • Proficiency in spoken and written English
  • Additional Requirement : Minimum one (1) year of leadership - either leading people or overseeing a program
  • Completed an accredited Psychiatry Residency
  • Preferred Experience : Board certified by the American Board of Psychiatry and Neurology - Minimum of one (1) year clinical experience in performing clinical diagnostic evaluation and formulating treatment plans for psychiatric patients in inpatient and outpatient settings
  • Experience prescribing medications
  • Coordinating medical care for behavioral health patients with primary care or specialty medical / surgical colleagues
  • Experience coordinating the admission and discharge of patients
  • Collaborating with behavioral health positions
  • Physical Requirements : Light lifting and carrying (under 15 pounds)
  • Walking and standing
  • Specific visual requirement (see computer screen)
  • Hearing (aid permitted)
  • Environmental Factors : Working closely with others
  • Working alone.

Duties

  • Located in the Rogue Valley - White City allows easy access to Metro-area of Medford while remaining engrossed with nature
  • White City is an unincorporated community in Jackson County - Oregon - in the Rogue Valley
  • It is about nine miles north of Medford and 34 miles north of the California border
  • Enjoy the scenic drives to either Crater Lake - Oregon's only National Park - and to the mountain resort Lake of the Woods
  • Take a family-friendly hike to a waterfall or ride the only section of the Pacific Crest Trail that's open to mountain bikers
  • The position is responsible for managing all clinical and administrative operations for the Mental Health Residential Rehabilitation Treatment Program (MHRRTP). Functions or Scope of Assigned Duties include but are not limited to the following :
  • Program Management Responsibilities (60% of time) Program Operations and Management Exercises independent judgment and has a wide latitude in decision making
  • Responsible for coordinating / administering all aspects of the RRTP to provide safe - efficient and effective rehabilitation and recovery based services to Veterans with behavioral health / substance use disorders
  • Responsible for strategic program planning ensuring the program delivers high quality services for Veterans
  • Plans - develops and implements actions to meet short / long-term goals
  • Personnel Management Collaborates with BH Chiefs and leadership - Human Resources - and others in the recruitment - hiring - onboarding and retention of team members
  • Quality - Safety - and Oversight Functions Responsible for the safety / welfare of individuals receiving services through the RRTP
  • Responsible for knowing / implementing any governing policies related to RRTP and for completion of all program evaluations and documents required (e.g. Medical Center - VISN - VA Central Office - OIG - JCAHO - CARF and other organizations)
  • Clinical Operations and Management Develops - coordinates - and implements comprehensive recovery-based program of clinical services and activities for Veterans in the program
  • Assigns duties and activities for Veterans in the program by assigning duties and activities to clinical staff as well as organizing all Veterans' activities Committees
  • Clinical Service Provision Responsibilities (20% of time) Provides the full range of direct patient care services within the residential program - consistent with the RRTP model and the incumbent's scope of competence including assessment - intervention - case management - consultation - and education
  • Enriching Elements (e.g. Education / Research up to 10% of time) Engagement in research and education activities that advance the mission of the Service - the facility - and VHA
  • Other Responsibilities (10%) Serves as the recognized authority in the provision of domiciliary level healthcare services
