The Waste Prevention and Environmental Services department is looking for a Crew Lead to support the RID program, which addresses the impact of dumped and abandoned trash in public spaces by providing cleanup services. As a Crew Lead, you will coach, lead and work alongside a small crew of participants in a workforce transition program to safely and effectively clean up dumped and abandoned waste. This program partners with community-based organizations to provide job skills and opportunities to people facing employment barriers. Currently, the workforce program is working on an expansion to provide additional employment opportunities through internal and external partnerships as well as increasing the program’s ability to better serve the region in meeting requests for clean-up services. 

In this role, you will be frequently exposed to the elements; cold, heat and rain. The work is performed out in the field and involves unsanitary as well as unpleasant conditions. The trash piles being addressed, present possible exposure to household hazardous waste. Noise level in the work environment is usually moderate to occasionally loud. The bulk of the workday involves driving, walking, hiking, segregating, containing and loading waste onto trailer for disposal at Metro Transfer Stations.

Metro’s Waste Prevention and Environmental Services department plans and oversees the region's garbage and recycling system – working with local communities, government and industry partners to protect the environment, conserve resources, and ensure that our garbage and recycling system works for everyone. The RID Patrol program is working to build stronger relationships with impacted communities to more effectively address dumped and abandoned waste issues to support the goals and equity principles of the department’s 2030 Regional Waste Plan.

As the RID Crew Lead you will

  • Operate truck and trailer combination vehicle responding to reports of dumped and abandoned waste within Multnomah/Clackamas/Washington Counties. 
  • Effectively lead/coach diverse teams and contribute to a positive and respectful team atmosphere; employ harm-reduction and trauma-informed approaches to leading work crews; develop safe work habits and practices and contribute to the overall safety of RID team.
  • Provide excellent customer service; respectfully interact with the public including vulnerable communities; facilitate requests for cleanup assistance; address issues; coordinate cleanup operations with supervisor, program and cleanup coordinators.
  • Collect detailed information in the field using a map-based application on a mobile device and submit the data to a cloud-based server.
  • Assess the safety risks of cleanup sites and waste items and direct crew members accordingly.
  • Ensure cleanup operations comply with program policies and procedures, and with applicable Metro Code, federal, state and local regulations; follows healthy and safety requirements, policies and procedures.
  • Assist supervisor with developing and managing crew members’ schedules and requests for time off and tracking time records.
  • Report all vehicle / equipment / tool breakdowns, failures and assist supervisor in responding to needs for repair, maintenance and correction of all safety concerns.
  • Support and facilitate required trainings to safely perform cleanup activities.
  • Implement standard operating procedures to provide safe and effective cleanup services throughout the Metro region; recommend improvements to operations and procedures.
  • Actively participate in team meetings, trainings, internal / external events as scheduled.
  • Ensure proper packaging, transport and disposal of fluids, chemicals and other household hazardous waste items.

  • Emotional intelligence; ability to use trauma-informed and harm reduction approaches as a coach, mentor, crew lead and team member
  • Education and training in health and safety areas such as OSHA 40-hour training (HAZWOPER), fall protection, slips, trips and falls, first aid, CPR, blood-borne pathogens, safe driving, asbestos awareness and personal protective equipment.

TO QUALIFY

We will consider any combination of relevant work experience, volunteering, education, and transferable skills as qualifying unless an item or section is labeled required. Please be clear and specific in your application materials on how your background is relevant. 

Minimum qualifications

  • Three years of experience of maintenance and operating heavy or light motorized equipment, using hand and power tools, performing minor servicing of equipment and applying safety procedures and 
  • One year of experience with lead work responsibilities and  
  • Two years of experience operating machinery including front end loader, backhoe, tractor/low-boy, 5- yard dump truck, and truck with 14’ trailer or 
  • Any combination of education and experience that provides the necessary knowledge, skills, and abilities to perform the classification duties and responsibilities. 
  • Must have a valid Oregon driver's license and may be required to obtain a Commercial Driver’s License within six months of hire. 

Working Conditions 

Duties are performed primarily in outdoor environments. Field work requires hiking through natural areas both on and off-trail while carrying up to 50 pounds. Hiking distances vary from 1,000 feet to over one mile. Terrain covered may be flat or steep. Work will be performed in all weather conditions, including cold, rain and excessive heat. Field work may be dirty and requires strict adherence to safety protocols.

Your transferable skills are any skills you have gained through education, work experience, including the military, or life experience that are relevant for this position.

  • Certified Coaching and Mentoring Professional (CCMP)
  • Peer Support Specialist Certification (PSS)
  • Previous experience providing leadership utilizing harm reduction and trauma informed approaches
  • Previous experience operating ATV/skid steer/truck & trailer combination vehicle
  • Previous work with federal, state and local health and safety guidelines
  • Ability to utilize Microsoft Office Suite applications effectively
  • Previous experience working with garbage, recycling or hazardous waste

COMPENSATION, BENEFITS AND REPRESENTATON

The full-salary range for this position is step 1. $33.52 to step 7. $44.95. However, unless a candidate’s qualifications justify, based on the Oregon Pay Equity Act requirements and Metro’s internal equity review process, the appointment will likely be made between step 1. $33.52 to the equity range step 4. $38.80. 

This position is eligible for overtime and is represented by AFSCME 3580. It is classified as a RID Patrol Crew Lead classification.
