The Campus Planning and Development Team at the Oregon Zoo is seeking a Senior Management Analyst who is able to perform a range of complex technical and administrative duties including research, analysis, evaluation, report writing, meeting facilitation, presentations, financial and contract management compliance, financial analysis and reporting, accounts payable compliance and invoice payments, program records management, construction project assistance, and office administration. This position with capital projects funded by the 2024 general obligation bond which span across public spaces, live animal habitats, and interpretive exhibits. The role demands strong project management skills, effective community engagement, and the ability to collaborate with various stakeholders, including zoo staff, external contractors, local government, and community members. 

 

In this role you will coordinate the Oregon Zoo Bond Citizens’ Oversight Committee and Oregon Zoo Public Art Advisory Committee to maintain inclusive and community-centered participation. Contribute to the successful implementation of the zoo’s capital projects funded by the 2024 general obligation bond, ensuring transparency for all stakeholders and will report to the Director of Campus Planning & Design.

As the Senior Management Analyst you will 

  • Provide comprehensive organizational support, research, materials, agendas, and meeting coordination for the Oregon Zoo Bond Citizens Oversight committee. 
  • Develop reports and coordinate writing, editing, and formatting of the Oversight Committee annual report and submittal to the Metro Council. 
  • Coordinate the committee recruitment and appointment process in partnership with the Metro Council office.
  • Provide organizational support, research, materials, agendas, and meeting coordination for Oregon Zoo Bond Public Art Advisory Committee. 
  • Manage RFP process ensuring equitable access to opportunities for underrepresented communities; Oversee the review process and monitor awarded contracts and related documents to ensure alignment with outlined goals.
  • Work closely with the Racial Equity and Engagement and Tribal Affairs Programs. 
  • Provide organization support, research, materials, and meeting coordination for community engagement. 
  • Ensure that all engagement activities are accessible, inclusive, and reflective of the diverse voice of zoo staff, members, and the broader community. 
  • Publish updates and related documents from the Oversight Committee on the zoo’s website and Zoogle (SharePoint) platform, ensuring that all content is accessible to a wide range of community members. 
  • Prepare monthly financial reporting; analyze program expenditures and revenues and ensures compliance. Presents cumulative data from the beginning of the program.
  • Assist with the preparation of monthly bond program drawdown schedule. 
  • Support activities related to the public notice of the annual zoo bond financial audit.
  • Facilitate weekly Bond schedule meetings with Bond team and designated representatives from zoo Divisions. 
  • Prepare and update monthly Bond dashboard for Bond and non-Bond financials, construction status reports, and schedule updates for distribution to the Oregon Zoo Bond Citizens Oversight committee and zoo staff, and to be posted on Zoogle (SharePoint).
  • Assure procedural and substantive compliance of all Metro contracts, grants, and purchases with public contract law and Metro code. Establishes process for proper contract monitoring and reporting ensuring information is accessible to stakeholders.
  • Develop summary reports of COBID utilization and construction careers progress, in partnership with Metro’s DEI, Capital Asset Management, and Finance and Regulatory Services teams, to promote equitable economic opportunities.
  • Perform research and provide technical assistance for special projects and research. Makes recommendations based on findings and prepares summary reports.
  • Assist with project ground breakings, grand openings, and VIP tours, including planning, invitations, coordination, and event activities, while ensuring events are welcoming and accessible to all attendees.
  • Effectively facilitate meetings with staff, community members, and contractors to advance project goals ensuring diverse voices are heard and included. Identifies next steps and assigns responsibilities.

Minimum qualifications 

  • Bachelor’s degree in project management, organizational management, or applicable field; AND
  • Three years of general administrative, governmental or contract administration experience; OR
  • Any combination of education, professional, volunteer and lived experience that provides the necessary knowledge, skills, and abilities to perform the classification duties and responsibilities.

 

Working Conditions  

This position will require you to work primarily on site at the Oregon Zoo in an office environment.

Your transferable skills are any skills you have gained through education, work experience, including the military, or life experience that are relevant for this position. 

  • Previous experience working in Zoo, Museum, Aquarium
  • Previous experience working with live animal exhibits
  • Previous experience working in a Union environment
  • Previous experience working in a Government Organization

COMPENSATION, BENEFITS AND REPRESENTATON 

 

The full-salary range for this position is step 1 $76,835.20 to step 7 $103,064.00. However, unless a candidate’s qualifications justify, based on the Oregon Pay Equity Act requirements and Metro’s internal equity review process, the appointment will likely be made between Step 1 $76,835.20 to the equity range Step 4 $89,024.00 

 

This position is not eligible for overtime and is represented by AFSCME 3580 It is classified as a Senior Management Analyst
