The Waste Prevention and Environmental Services department (WPES) is looking for a Senior Management Analyst to play a crucial role in administering several major solid waste contracts for Metro's transfer stations and monitoring data and financial transactions from private solid waste facilities for compliance with Metro's record keeping and reporting requirements.
In this role, you will review and reconcile complex contract invoices in close coordination with internal staff and external contractors to verify service records and ensure that Metro makes accurate and timely contract payments each month. You will perform due diligence on solid waste data submitted to Metro by private facilities to monitor compliance, verify accuracy, resolve discrepancies, and ensure proper payment of fees and taxes. You will also coordinate and conduct periodic audits of Metro transfer station cash vaults and solid waste transaction records at private facilities.

As the Senior Management Analyst, you will
- Compile, reconcile, and track data related to solid waste contracts for Metro transfer stations.
- Monitor contract provisions and ensure that contractors submit all information for invoices.
- Review and reconcile invoices and prepare monthly payments for solid waste-related contracts.
- Act as a liaison between Metro staff, contractors, and the public to gather and provide contract information.
- Organize and retain invoicing and contract performance records in accordance with public records retention laws.
- Monitor, interpret, and analyze contract-related data to help inform decision-making and identify emerging issues.
- Monitor solid waste information reported by private entities for compliance with Metro's record keeping and reporting requirements.
- Review and perform due diligence on solid waste data to verify accuracy, resolve discrepancies, and ensure proper payment of Metro fees and taxes.
- Prepare written documents and present summary data about contract-related findings for internal audiences.
- Perform data queries and assist with analysis as needed.
- Coordinate with finance, operations, and other Metro staff to verify contractor invoices and payment amounts each month.
- Coordinate and conduct periodic audits of Metro transfer station cash vaults and solid waste transaction records at private facilities.
- Evaluate current procedures, identifies areas of risk and non-compliance, and implements process improvements and internal controls.

Minimum qualifications
Working Conditions
This position requires the ability to perform those activities necessary to complete the essential functions of the job, either with or without reasonable accommodation. Duties are primarily performed in an office environment, while sitting at a desk or computer terminal.
Schedule
The regular schedule for this position is Monday through Friday, with the possibility of infrequent weekend or evening work. This position must report to work in person at the Metro Regional Center every Tuesday, with additional days as needed. This position is also required to attend all staff meetings and other team gatherings in person.

Hybrid Telework

COMPENSATION, BENEFITS AND REPRESENTATON
The full-salary range for this position is step 1. $76,835.20 to step 7. $103,064.00. However, unless a candidate's qualifications justify, based on the Oregon Pay Equity Act requirementsand Metro's internal equity review process, the appointment will likely be made between step 1. $76,835.20 to the equity range step 4. $ 89,024.00.
This position is not eligible for overtime and is represented by AFSCME. It is classified as a Senior Management Analyst classification.
