As the Oregon Patient Safety Commission’s (OPSC’s) primary finance resource, our new Accounting Specialist will manage all OPSC accounting- and finance-related functions, as well as general office-related duties. As a semi-independent state agency, it is essential that we are good stewards of the funding we receive and that we manage all of our resources effectively and efficiently. The Accounting Specialist will be key to upholding this commitment, helping OPSC to fulfill its mission to encourage safer healthcare for Oregonians.
OPSC operates two statewide programs: the Patient Safety Reporting Program (PSRP) and Early Discussion and Resolution (EDR). These programs offer a constructive space for healthcare facilities, providers, and patients to build a culture of safer care.

This position:
  • Manages full cycle accounts payable and accounts receivable functions
  • Prepares monthly bank reconciliations and standard journal entries
  • Facilitates financial reporting (e.g., required state reporting, agency leadership and board reporting)
  • Oversees all banking needs
  • Manages vendor contracting
  • Manages office responsibilities, as well as various operational needs

  • This position is eligible for hybrid work, with most work performed remotely. The person in this position will be expected to work in the office as needed to support agency operations. What We Are Looking For
Minimum Qualifications:
  • Possession of a Certified Public Accountant or Certified Government Financial Manager certificate; OR
  • A bachelor’s degree in accounting; OR
  • Successful completion of the State of Oregon Accounting Career Mobility Program or equivalent accounting certificate program from an accredited college or university; OR
  • 32 quarter (21 semester) credit hours in Accounting from an accredited institution AND two years of technical, para-professional accounting experience to include:
    • classifying, analyzing, and reconciling financial data and records;
    • designing, recommending, and installing modifications of accounting methods, procedures, forms, and records;
    • preparing financial statements and reports;
    • analyzing and interpreting laws, regulations, codes, and ordinances to ensure the legality of financial transactions; and
    • analyzing, interpreting, and making recommendations related to accounting transactions, accounts and account relationships resulting in accounting entries.
Desired Attributes:
  • Strong understanding of accounts payable and receivable principles and procedures
  • Skill in compiling and consolidating accounting information for various fiscal or budget reports
  • Expert user of QuickBooks Online, with demonstrated experience using billing features
  • Proficient user of Microsoft Office professional suite of tools, as well as the ability to quickly learn new applications
  • Skill in reconciling accounts, initiating corrections, and making adjusting entries
  • Skill in developing and maintaining business process documentation to support job functions
  • Skill in applying process and systems thinking to maintain efficient and effective operations
  • Knowledge of internal fiscal controls, and skill in recommending accounting controls and improvements to business practices, etc.
  • Experience with contracting and vendor management
  • Excellent organizational skills, attention to detail, and accuracy with the ability to manage multiple tasks and meet deadlines
  • Ability to communicate clearly and effectively, both in writing and verbally with strong customer service skills
  • Experience using critical thinking skills to identify problems, review related information, evaluate options, develop recommended solutions, and implement solutions
Preference Statement:
Preference may be given to those candidates who have proven, expert experience with QuickBooks Online; demonstrated skill in managing full-cycle accounts receivable and accounts payable functions; and 2 years of experience working in a professional environment.
