What We Need:

Oregon Primary Care Association (OPCA) seeks a Workforce Development Manager with experience in project management, evaluation and research, facilitation skills, and building strategic partnerships. The Workforce Developement Manager contributes their subject matter expertise in workforce development to support and strengthen the community health center workforce, develop community partnerships with members to establish sustainable workforce pathways, and integrate diversity, equity and inclusion into workforce conversations, policies, and procedures.


Those with an understanding of, or lived experience with, community health centers, safety net clinics, and health care non-profits are welcome to apply, even if you don’t meet all the qualifications. OPCA is a nonprofit membership association for all of Oregon’s community health centers (CHCs), also known as federally qualified health centers (FQHCs). Our mission is to lead the transformation of primary care to achieve health equity for all through our values of data-driven social justice, integrity, collaboration, and innovation.


To accomplish our shared goals, we support health centers and key partners by facilitating peer network gatherings, trainings, site visits, learning collaboratives, and data-driven improvement projects. In addition, we work with policymakers and partners to share the impact health centers have in their communities and advance policy to improve patients’ lives and the ability of health centers to serve them.

Who You Are:

A proactive program manager with a passion for health equity, community partnerships, and shared values of diversity, equity, and inclusion. Your experience, professional or lived, with community health centers or safety net clinics and your comfort with ambiguity, allows you to support and engage with our health centers to find creative solutions to challenging problems. Strong project management skills allow you to advance workforce priorities that ultimately lead to improved health center outcomes.


Your ability to think strategically and deliver technically allows you to combine an understanding of high level organizational and team goals with an impeccable attention to detail in your daily work. As a collaborative relationship builder, you work closely with your team and other thought partners to advance OPCA’s mission of health equity for all.


What You’ll Bring:

  • Strong project management skills and ability to prioritize projects and tasks.
  • A proactive approach to your work and a drive to evaluate and improve programs you manage.
  • Alignment with OPCA’s goals, values, and mission.
  • Broad knowledge and understanding of FQHCs and their/our mission.
  • High level of comfort with ambiguity.
  • Some grant writing experience, or willingness to learn.
  • Ability to present to a wide audience in person or remotely.
  • Ability to establish and maintain effective working relationships with a wide variety of personalities as well as clinics.
  • Strong computer skills, including thorough knowledge of Word, Excel, Power Point, etc, or ability to learn quickly.
  • Ability to work with diverse partners and people who think, act, look, and/or live in a manner different from oneself.


What You’ll Do At OPCA:

  • Support the development, implementation, and evaluation of OPCA’s strategic approach to supporting health centers in workforce priorities.
  • Develop a workforce development program plan establishing timelines, metrics and outcomes.
  • Partner with Program Directors to develop and implement program activity tracking tools to ensure program deliverables are met, and demonstrate activities, outcomes and impacts within pertinent program area.
  • Develop, conduct, and analyze comprehensive needs assessments to determine status of workforce related needs at health centers.
  • Develop and implement technical assistance, coordination, and management of efforts across Oregon FQHCs in the area of workforce development.
  • Facilitate a peer group made up of health center Human Resource leaders (or other leadership staff responsible for workforce planning).
  • Provide support, resources, best practices, and information to health center staff in the area of workforce development and serve as the primary interface between OPCA and workforce development partners.
  • Build and maintain partnerships with key stakeholders at the state, regional and national level to advance delegated priorities.
  • Contribute to team development and successful implementation of TA and Training program evaluation and communication of results with key stakeholders to demonstrate program impact and value.


Minimal Qualifications:

  • Generally requires a Bachelor's degree and/or -5 years’ experience in healthcare workforce development, or an equivalent combination of training and experience.
  • Fluency in written and spoken English required.


Preferred Qualifications and Experience:

  • Experience with FQHCs and/or organizations supporting FQHCs
  • Experience with mission driven membership associations
  • Experience in workforce planning and development in community-based settings to support the enhancement of workforce training and technical assistance activities
  • Familiarity with grant writing and management
  • Lived experience with receiving care at FQHCs


Salary : $60,000 - $75,000
