Summary of Job Duties:
In this position you will plan, organize, manage, and direct all operations and administration of the Chemistry work unit of the Portland Metro Forensic Laboratory. You will ensure work is performed in accordance with the policies of the Oregon State Police, Forensics Services Division, accreditation and quality assurance standards, the Portland Metro Forensic Laboratory, and the laws of the State of Oregon. You will oversee and coordinate a variety of forensic activities such as investigation, analysis of evidence, quality assurance practices, and the supervision of mid -level forensic personnel in a variety of roles. You will determine and/or recommend laboratory, discipline, and division policies and procedures utilizing appropriately sourced data. In this position you will direct and manage a budget by prioritizing agency goals and forecasting funds needed for staffing, equipment, materials, and supplies for the assigned work units. You will ensure adequate and competent staffing within the supervised work units and aid in the career development of subordinate personnel. You will also recommend and assist the Laboratory Director, Operations Managers, Quality Assurance Mangers and Division Director in determining and executing short and long-rage division plans and goals.
You will be responsible for investigating complaints and nonconformances within accepted practices outlined in procedure manuals, implementing corrective action, including discipline of subordinates, and for ensuring compliance with policies, rules, regulations, and directives. You will provide both written and informal performance evaluations of subordinates and respond to labor contract grievances, as appropriate. You will work closely with criminal justice agency personnel to ensure the laboratory is being responsive to their forensic analysis needs and is providing quality customer service. You will ensure that all operations and employees are unbiased in their analysis and testimony and that all criminal justice agencies have equal access to the forensic services including the defense and/or defendants upon order of the court.
This position requires an experienced scientist who is knowledgeable in the disciplines supervised and is capable of independent planning and problem solving.
Minimum Qualifications

Six years of supervision, management, or progressively related experience in forensic science for an accredited laboratory;
OR
A bachelor’s degree in natural science, physical science, forensic science, or a closely related field AND three years of experience managing in an accredited forensic laboratory;
OR
A master’s degree in natural science, physical science, forensic science or a closely related field AND two years of experience managing in an accredited forensic laboratory;
OR
An equivalent combination of education and experience.

Special Qualifications:
- Must possess and maintain a valid driver’s license.
- As a condition of employment and / or to routinely work in any of the Forensic Services Division’s laboratories in any capacity, all individuals are required to provide appropriate samples for inclusion into the Confidential Staff DNA Identification Index.
- Must pass a urine analysis drug screen.
- Must pass all applicable background, credit, and criminal history checks.
- Must be able to provide credible sworn testimony in a criminal or civil proceeding arising from the performance of duties.
Prior to being hired as a Forensic Manager 2 with the Oregon State Police, you will be required to participate in a full background investigation process which will include a Criminal History Check and a Credit History Check. These positions, in the course of regular business activities, are responsible for the handling, management and/or analysis of several types of sensitive evidence, including bank statements, checks, debit and credit card information, and other financial records that contain financial information not customarily provided in a retail transaction. Forensic Managers also handle, manage and/or analyze large amounts of cash, firearms, jewelry, controlled substances, and other valuable property collected as evidence during on-going criminal investigations.
