Oregon State Treasury is recruiting for the Associate General Counsel position. The primary purpose of this position is to perform authorized legal work for Oregon State Treasury, overseeing a broad range of investment issues and transactions. This position is based out of our Tigard office.
Position Responsibilities
Oregon State Treasury manages a diversified institutional portfolio of approximately $140 billion in assets that consists of several funds and trust funds. This includes the Oregon Public Employees Retirement Fund, which is one of the largest institutional investors participating in the public and private markets. Portfolio investments are held in domestic and international equities, fixed income securities, alternative and opportunistic investments, real estate, private equity and cash equivalents.
This position is responsible for ensuring that investment activity undertaken by Investment Division staff complies with applicable laws and policies, is charged with engaging management to formulate responses to issues and problems as they arise, and supports the efforts of the Oregon Investment Council and the State Treasurer to fulfill their fiduciary duties. This position involves the practice of law as a Special Assistant Attorney General, pursuant to an interagency agreement (the Interagency Agreement) with the Oregon Department of Justice (DOJ).
This position provides general transactional legal and regulatory advice to the Treasurer, Treasury personnel, board members and business teams across all portfolios in the Investment Division and the Oregon Savings Network, consistent with the Interagency Agreement. The Associate General Counsel participates in legal negotiation of the Investment Division's investment transactions, working with outside counsel as needed. Assists with corporate governance activities for special purpose investment vehicles, in coordination with the paralegal and outside counsel. Assists with securities, regulatory and tax compliance matters, in conjunction with OST compliance professionals and outside counsel, as needed. Plans, assigns and approves work of support staff, including paralegal.
Work Schedule
This position will have the opportunity for a hybrid (remote and in-office) work location schedule; in-office work will be from Treasury's office in Tigard. The schedule will be approximately 90% time spent remote with quarterly in office presence.
Salary Range
$136,476 - $221,772 annually.
After six months of state service employees become a participating member of PERS and will have their base salary increased by 6.95%. Required Minimum Qualifications
Juris Doctorate degree;
At least seven years' experience as a practicing attorney; and
Either a licensed member of the Oregon State Bar or eligible for bar admission in Oregon. Oregon's reciprocity and admission rules are located at osbar.org.
