Job Summary

This recruitment will be used to fill future full-time, hourly, intermittent, limited duration or regular status (as needed) Ship's Second Mate positions in the Ship Operations unit within the College of Earth, Ocean, and Atmospheric Sciences at Oregon State University.

These positions will be located in Newport, Oregon.

The Ship's Second Mate, under the direction of the Ship's Master, assists in the operation and maintenance of the OSU operated research vessels in a safe, efficient, and effective manner.

The College of Earth, Ocean, and Atmospheric Sciences is an internationally recognized leader in the study of the Earth as an integrated system. It operates numerous state-of-the art laboratories and two oceanographic research vessels, the 199-foot ocean-going Taani and the 54-foot coastal research vessel Elakha. The College has an annual budget of more than $50 million, with support coming from the National Science Foundation, National Oceanic and Atmospheric Administration, National Aeronautics and Space Administration and other federal agencies. It has more than 100 faculty, 200 graduate students and 600 undergraduate students. Graduate programs include M.S. and Ph.D. degrees in Ocean, Earth and Atmospheric Sciences; Geology; and Geography and a M.S. degree in Marine Resource Management. The college has undergraduate programs in Earth Sciences and Environmental Sciences, with several minors and certificate programs.

    Key Responsibilities

    60% - Stands watch as navigating officer of the watch at sea under direction of the Ship's Master. Navigates by use of electronic equipment and other means. Maneuvers the vessel as necessary to conduct oceanographic work. Writes logs. Uses navigational charts. Conducts shipboard and ship-to-shore communications. Directs seaman on watch as helmsman, lookout, and winch operator. Carries out ship's daily routine. Assists Master during special sea or anchor detail.

    20% - Organizes, updates, and maintains stocks of navigational charts and publications; and makes necessary corrections to those documents. Winds, services, and corrects ship's clocks and tension recorders. Operates gyro compass including starting, stopping, and performing routine maintenance. Maintains the cleanliness and general condition of the pilothouse, chart room, vessel control stations, and navigating equipment. Lays out charts with track-lines and other navigational equipment; and programs navigational systems for upcoming voyage as specified by the cruise plan.

    10% - Operates radios, radars, electronic navigation equipment, fathometers, ship control equipment, winches, cranes, boats, computer, and research support equipment as necessary. Utilizes current Computerized Maintenance Management System (CMMS).

    10% - Actively participates in shipboard drills and emergency training, including training ashore. Supervises ship's routine as duty mate in port, and supervises deck department during the Chief Mate's absence. Other duties as assigned.

    What We Require

    TRAINING AND EXPERIENCE :

    Two (2) years of vessel operations experience in assigned area of responsibility, with at least six months (180 8-hour or 120 12-hour days of deck service) as a Mate of a motor vessel, comparable military service, or maritime academy experience.

    LICENSING / CERTIFICATIONS :

  • Mate's License for motor vessels 500 gross tons (Oceans) or better issued by the U.S. Coast Guard
  • STCW endorsements as appropriate for this position.
  • Meet Coast Guard drug testing requirements
  • Ability to obtain a passport
  • Ability to speak, read, and write English
  • What You Will Need

  • Mate's License for motor vessels 1600 gross tons (Oceans) or better issued by the U.S. Coast Guard.
  • Valid Advanced Radar Plotting Aid (ARPA) Certificate.
  • Transportation Worker Identification Card (TWIC).
  • Advanced Firefighting Training Certificate.
  • Global Maritime Distress and Safety System (GMDSS) Operator License.
  • What We Would Like You to Have

  • Vessel Security Officer training.
  • Fast Rescue Boat Certificate.
  • DP Operator Limited Certificate.
  • GMDSS Maintainer Certificate.
  • Hazardous Waste Operations and Emergency Response (HAZWOPER) Certificate.
  • Experience using Computerized Maintenance Management Systems (CMMS).
  • Experience with Electronic Chart Display and Information Systems (ECDIS).
  • Medical Person in Charge (MPIC) rating / certificate.

  • Working Conditions / Work Schedule

    The employee in this position is required to work on board OSU operated research vessels at sea on research cruises that may last from one day to three weeks or more before returning to port, in ocean and weather conditions which are highly variable. The incumbent must not be incapacitated by sea-sickness.

    The ability to lift, carry, push, and pull objects weighing up to 40 pounds is required.

    Ship Operations is a seven day per week operation; therefore, weekend and holiday work may be required. Shift and / or work assignment may change based on operational needs.

    In the event of health risks to the working environment while at sea, Ship Operations may need to require quarantine periods and other health & safety requirements before employees join the vessel or begin work at sea to ensure continuity of business operations.
