The Oregon Youth Authority (OYA) is seeking a dynamic and experienced leader to serve as the Superintendent of Oak Creek Youth Correctional Facility (OCYCF) in Albany, Oregon. This role requires a strong commitment to OYA’s Diversity, Equity, and Inclusion framework and a proven ability to lead a 24/7 facility with vision, strategy, and a focus on safety and security for both youth and staff. The ideal candidate will have a track record of effective communication with internal and external stakeholders, managing multiple priorities, and fostering a supportive environment that promotes growth and accountability. Experience in gender-responsive programming and evidence-based treatment approaches is essential. About Oak Creek Youth Correctional Facility:
Oak Creek is one of nine Oregon Youth Authority Correctional Facilities. It holds the distinction as the sole facility that serves young women in Oregon. Located in the city of Albany within Linn County, Oak Creek serves approximately 50 female youth in the juvenile and adult justice systems. Like the seven facilities that serve males, Oak Creek houses youth who are adjudicated for criminal behavior in juvenile court, as well as youth serving sentences that originated in adult court from various jurisdictions. These youth have either been waived to adult court from juvenile court or by virtue of their age and severity of the criminal offense automatically remanded to adult court.

Unique among the OYA facilities and unlike their male facility counterparts, is Oak Creek's capacity and challenge to address all aspects of a correctional facility. Stated another way, Oak Creek is the sole facility in OYA that engages in the functions of Intake, Long Term Care, Mental Health, Behavior Management, and Transition. While some OYA facilities may do most of the five functions listed above, no OYA facility aside from Oak Creek addresses all five areas as part of its ongoing practice.

Minimum Qualifications:
  • Seven years of supervision, management, or progressively related experience; OR
  • four years of related experience and a Bachelor’s degree in a related field.

  • Administrative level experience managing 24/7 operations, centering safety and security for youth and staff.
  • Demonstrated leadership skills to build support of their team, young adults, and the community;
  • Strategic approach managing with vision and mission in a 24/7 operation.
  • Experience with best practices in gender-specific approaches and treatment programs.

Relocation Reimbursement:

State of Oregon Department of Administrative Services Policy 40.055.20
which allows for reimbursement of expenses with receipts within the following categories (limits per category) not to exceed $1,500.00:
  • Moving of personal household belongings (up to 20,000 lbs.)
  • Packing, crating, and unpacking of personal household belongings ($1,500)
  • Additional moving charges for full value insurance, appliance blocking charges, extra handling charges ($2,000)
  • Private vehicle mileage from old to new residence (two vehicles)
