Program Analyst 3 - Substance Use Disorder (SUD) Treatment Coordinator
Salem – Equitable Building (OYA) - Development Services

Are you passionate about supporting youth through evidence-based substance use disorder treatment and committed to advancing equity within juvenile justice? The Oregon Youth Authority is seeking a Substance Use Disorder Treatment Coordinator to lead and support treatment coordination across the agency. This position plays a critical role in statewide program development, evaluation, and implementation. You'll work closely with OYA staff, contracted providers, and juvenile justice partners, often traveling across Oregon and contributing to cross-jurisdictional teams. We’re looking for a leader who centers diversity, equity, and inclusion in their work and brings deep knowledge of substance use disorder treatment and the juvenile justice system.

What We Are Looking For:
  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and four years experience coordinating or administering a program
OR;
  • Any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skill requirements listed for the classification.
Special Qualifications:
Must hold or have the ability to obtain within 90 days of appointment, a CADC III certification in the state of Oregon.

  • Experience working with diverse communities as well as understands and demonstrates value of DEI in juvenile justice work
  • Knowledge and understanding of substance use disorders treatment and the juvenile justice system
  • Strong leadership skills, with ability to develop and implement programming and build cohesive teams
  • Experience in providing clinical supervision
