What are the responsibilities and job description for the Federal Contracting Business Development Manager position at ORION?
Position Summary
This position is accountable for creating and maintaining client relationships and identifying new marine projects for the Orion organization. The incumbent will also assist in coordinating and facilitating the proposal process with potential clients by writing proposals, developing budget and pricing information, submitting pre-qualification documentation, negotiating contracts, and presenting proposals to clients. The incumbent will typically work with the VP Business Development, SVP Operations, Operations Managers, Project Managers, and potential customers and clients in achieving the objectives of this position.
The incumbent must support the guiding beliefs and core values of Orion which are centered on Safety, Quality, Delivery, and Teamwork, most importantly with each built upon the all-important foundation of Integrity.
Specific Responsibilities
A minimum of eight (8) years marine construction industry experience is required with proven abilities and expertise in marketing and business development. A B.S. Degree in Business Administration, Marketing, or other related discipline is preferred. The incumbent must also have a high level of business acumen and be technically proficient and knowledgeable about the marine construction industry.
Discretion and trustworthiness and the ability to keep all Company information and materials strictly confidential (both internally and externally) are essential elements of this position.
Must be well organized, diligent, and be a self-starter with the ability to work with minimal supervision and to independently identify work to be done. Must be flexible and have the ability to adjust to sudden changes in work priorities. The incumbent must also have the ability to prioritize work generally and in order to accommodate those changes. Attention to detail and extreme care in performing tasks accurately and carefully are also essential.
The Company expects and requires incumbent and each of its other employees to observe and fulfill the above and all other safety responsibilities and actively work toward maintaining a safe workplace. Failure to do so can result in disciplinary action up to and including termination of employment.

Must be capable of evacuating the work area in a timely manner should an emergency situation arise.

- Demonstrates ability to work effectively with Business Development leadership and senior management.
- Demonstrates ability to develop business and marketing strategies that will help the Company achieve its short and long-range business objectives.
- Demonstrates ability to establish and maintain ongoing client relationships with customers and clients to investigate new business and project opportunities as they arise as well as prospect new clients.
- Demonstrates ability to serve as a primary liaison with new clients in bid proposals, pre-qualification submittals, and contract negotiations.
- Demonstrates ability to collaborate with appropriate corporate management to discuss bid proposal details including project feasibility, cost estimates, timeframes, and deadlines, and project performance.
- Works closely with Business Development leadership and senior management to develop business and marketing strategies that will help the Company achieve its short- and long-range business objectives.
- Develops new clients using prospective client and customer lists, prospects new clients via telephone and email, sets appointments and meetings with prospects, presents services that can be rendered.
- Establishes and maintains ongoing client relationships with customers and clients to investigate new business and project opportunities as they arise.
- Serves as a primary liaison with new clients in bid proposals, pre-qualification submittals, and contract negotiations.
- Updates Business Development leadership and other key Corporate Officers regarding the progress made on upcoming projects, bid proposals, and other business opportunities.
- Evaluates upcoming project opportunities to assess the feasibility of the business prospect for the Company.
- Collaborates with appropriate corporate management to discuss bid proposal details including project feasibility, cost estimates, timeframes, and deadlines, project performance, etc.
- Tracks and monitors the status of all upcoming bid proposals and future project opportunities.
- Prepares marketing and business development campaigns to generate new business opportunities and promote Company name recognition.
- Participates in internal marketing and business meetings and presents ideas and strategies to develop new business.
- Supports other business development initiatives including corporate marketing and "name branding" efforts, i.e., corporate brochures, corporate newsletter distribution, trade show participation, etc.
- Ensures participation in Safety and Environmental initiatives that will contribute to compliance with State/Federal regulations and improve existing Company programs.
- Responsible and accountable for incumbent's own personal safety.
- Responsible and accountable for the safety of all co-workers and any others incumbent comes in contact with.
- Authorized and obligated to stop work on any task or series of tasks whenever an unsafe condition or situation is anticipated or is observed.
