Job Type : Full Time, In Office

Starting Salary : $24.50 an hr / 35 hours per week

First Responder / Essential Employee Status : This position is NOT defined as first responder according to the Federal Labor Standards Act and the intentions of the Louisiana Revised Statutes 33 : 9103 and 33 : 9124. This position is not designated as Essential Personnel and will not be required to report for duty during major events and / or declared emergencies of any size.

Job Purpose / Summary of Position

Provide direct oversight of the daily operations of the Public Records Division and supervision of the Public Records Specialists. This team of four is responsible for processing all records requests from the general public, public safety agencies, and the New Orleans Public Defenders Office. Gathers 9-1-1 and non-emergency telephone audio, dispatch audio, and incident recalls related to the call for service from the Computer Aided Dispatch (CAD) and recording systems. This position also represents the agency in court to provide testimony as needed.

Position Responsibilities

  • Receives records requests from the public via the NextRequest system and responds with approved documentation and information.
  • Provides supervision, coaching, and disciplinary action when necessary to Public Records Specialists.
  • Reviews and approves leave requests, while overseeing timecard management for Public Records Specialists.
  • Responsible for training Public Records Specialists to meet and exceed the minimum levels set forth by the statute industry's best practices.
  • Creates daily tasks list and workflow, reviews daily request for accuracy and approves all completed record requests.
  • Ensures timely and accurate response to requests for records.
  • Engages with partner agencies to address inquiries and resolve concerns related to requests.
  • Possess a high level of knowledge and understanding and ensures compliance with all OPCD standard operation procedures.
  • Send notifications to public safety partners and outside requestors when record requests are received.
  • Utilizes CAD and agency recording and audio systems to process records requests.
  • Utilizes the agency's performance management program to hold staff accountable and foster growth.
  • Maintains a favorable working relationship with all OPCD employees, outside agencies, and partners to foster and promote efficiency and effectiveness.
  • Appear and provide court testimony on behalf of OPCD as needed.
  • Maintains strict confidentiality and protection of sensitive information.
  • Performs other duties as assigned.

Basic Qualifications (Required Skills / Experience)

  • High school diploma or G.E.D.
  • Minimum of one (1) year of experience in clerical, records management, FOIA requests or emergency communications within large 9-1-1 center environment. (Bachelor's degree in business or closely related field of study may substitute one year of experience)
  • Minimum of one (1) year of supervisory experience
  • Demonstrated experience and knowledge using a computer aided dispatch (CAD) system.
  • Demonstrated experience using Microsoft Word and Excel
  • Preferred Qualifications (Desired Skills / Experience)

  • Two (2) years of experience in customer service, records management, or communications.
  • Two (2) or more years of supervisory experience
  • Previous experience using Nice Inform, Carbyne and / or Audacity
  • Proficient at operating a variety of 9-1-1 communications equipment, including radio consoles and paging units, multiline telephone system, logging recorder, CAD software, computer software programs, and other equipment.
  • Solid understanding of protocols from the International Academy of Emergency Dispatch (IAED).
  • Completion of ICS 100, ICS 200, ICS 300, ICS 400. (Certs must be listed on resume).
  • Physical Requirements

    Tasks require the ability to exert light physical effort, which may involve occasional lifting, bending, kneeling, stooping, pushing, or pulling of objects.

    Shift

    This position is designed to work a seven hour shift each day, Monday through Friday, and at the direction of the Compliance Manager, for the hours between 8am and 5pm. This position is required to be primary employment. Conflicts created by secondary employment or a failure to disclose other employment may result in termination.
