General Description of Duties

Under general direction, the purpose of this position is to plan, implement, coordinate, and oversee specific functions and activities related to Animal Services programs. In addition, this position is responsible for the Department's communication and promotion efforts, including promoting events to the Department's social media channels, community outreach and related programs as well as oversight of animal behavior / training programs. Employees in this job classification function in an entry supervisory / management capacity to accomplish and oversee assigned areas of responsibilities to include, but not limited to, department communication efforts, volunteers, rescues, events, and outreach programs. Considerable tact and diplomacy are a must as the position will have daily interactions with the public (citizens, volunteers, donors, rescues, etc.) and co-workers, as well as frequent interactions with Commissioners and County Administration.

  • Facilitates the development and implementation of a variety of robust and organized programs (volunteers, fosters, rescues, outreach, etc.) and communication efforts of the programs.
  • Performs professional and technical work to provide a quality volunteer program to enhance Animal Services operational efficiency.
  • Supervises and evaluate assigned employees to include hiring, onboarding process and job training, feedback, etc.
  • Recruits and builds volunteer team and their skills; conducts volunteer orientations and trainings; conducts outreach and increases awareness.
  • Coordinates volunteer screening with Human Resources & Risk Management Department.
  • Works closely with other Animal Services' Managers and Supervisors to oversee and supervise all volunteer scheduling, activities, and screening.
  • Identifies rescue organizations and facilitates new agreements with approved, properly vetted rescue organizations to maximize the number of animal lives saved.
  • Contacts, recruits, and oversees new rescue partners ensuring compliance with all aspects of those partnerships.
  • Oversees and assists with the development and facilitation of a variety of public activities and community outreach programs, activities, and events including pet adoption, retention, and education throughout the County.
  • Creates and posts animal, adoption, fostering, and education related content on a variety of social media platforms.
  • Consults with department management in responding to media inquiries and promoting department programs and services.
  • Prepares, reviews, and edits press releases, articles, flyers / brochures, media posts, etc. in coordination with the County's Communications Department.
  • Coordinates social media promotions, events, and activities in support of County and Department goals and objectives.
  • Coordinates and oversees a variety of recognition programs for volunteers, rescues, donors, employees, etc.
  • Performs duties as assigned / necessary which are related, or logical in assignment to the position.
  • Minimum Qualifications

    Education / Experience : Associate's Degree from an accredited institution in animal science, animal behavior, education, communication, public relations, or a closely related field. An equivalent combination of training and experience in an animal shelter, rescue, or community organization may be considered in lieu of education. A minimum of two (2) years in a supervisory role is required.

    Miscellaneous :

  • Some public sector experience preferred.
  • Must possess and maintain a valid FL Driver's License.
  • Knowledge, Skills and Abilities

  • Knowledge of volunteer programs, rescue organizations, and events planning.
  • Skill in written communications for the effective development and presentation of information related to various Osceola County Animal Services programs and services.
  • Ability to develop and present information to a variety of audiences.
  • Demonstrated ability for strategic analyses and experience designing, implementing, and directing multiple complex projects, setting deadlines, and ensuring program accountability and compliance
  • Skilled in the use of social media.
  • Must be highly motivated, organized, and detail oriented.
  • Ability to establish and maintain effective working relationships with staff, volunteers, peers, management, citizens, and community-based business organizations.
  • Ability to communicate effectively both orally and in writing.
  • Ability to interact professionally and positively with diverse groups of people.
  • Ability to demonstrate compassion and professionalism in the face of adversity.
  • Ability to use computers, printers, copy machines, telephone systems, facsimile machines.
  • Ability to read, update and maintain various records and files; ability to access, operate and maintain various software applications.
  • Ability to work in fast paced, high stress environment.
  • Ability to be flexible due to the unpredictable nature of animal shelter work.
  • Ability to work well with limited supervision and attain positive results.
  • Ability to work as a team player.
  • PHYSICAL DEMAND REQUIREMENTS :

    Physical Demand : Medium

  • 50 pounds maximum lifting.
  • Frequent (up to 2 / 3 of the work time) lifting, carrying up to 25 lbs.
  • Expressing or exchanging ideas by spoken word or perceiving sound by ear.
  • Good eyesight for production or safety of self and others.
  • Physical demand requirements are in excess of light work.
