General Description of Duties

Under executive direction, the purpose of the position is to assist with highly responsible administrative, operational and supervisory work involving the overall management of Fire Rescue and Emergency Medical Services (EMS) Department operations and administration to include, but not limited to, fire suppression, emergency medical service, codes and fire prevention, training, and support services such as budget, finance, payroll, fleet, etc. Employees in this classification perform in an entry executive capacity in two (2) distinct disciplines (Operations and Administration) to ensure County welfare and growth is accounted for when developing and implementing departmental goals and objectives.

Position functions to support the Fire Chief in maximizing effective operations that prevent and minimize injury and/or loss of life and property in emergency fire and medical response situations. Such duties may include fire suppression, on-scene command, emergency medical services (EMS), ensuring training and safe practices for all emergency responders, fire prevention, administrative personnel and fire reserves, the liaison with the fire communications center, fire safety code enforcement, preparation and administration of disciplinary procedures, supervision of maintenance operations, supply and logistics of supply, research and studies, capital projects, specification writing, and the operation and maintenance of department computers. In instances where the position may be held by non-fire certified personnel, the title Deputy Director will apply.

All Disciplines

  • Assists in the direction, planning, and implementation of the County's Comprehensive Emergency Plan and all Department goals and objectives; coordinates and integrates all activities under charge toward achievement of established goals and objectives; assists in the development and implementation of departmental policies and procedures.
  • Monitors/prepares/directs the preparation of required monthly and annual reports of activities of the Department for submission / assures extracts are prepared for State, Federal and accrediting agencies as required
  • Directs assigned staff of professional, technical, and support employees engaged in all phases of the operations and administration of short-term and long-term Department activities/programs for the County; assists in the development and implementation of short- and long-term goals and programs consistent with the County's goals and objectives.
  • Recommends the purchase of equipment to the Fire Chief.
  • Researches and provides professional direction and advice to departmental professional and technical staff.
  • Responds to highly involved fire alarms and emergency medical calls; assumes command, if necessary, directs fire suppression, emergency medical activities and hazardous materials control.
  • Attends and represents Department at various executive meetings for the dissemination of information; prepares Departmental management meetings for dissemination of information; attends professional seminars, training conferences and meetings; represents the County’s Department at various events, meetings or conferences.
  • Participates in the ICS/NIMS as warranted and assigned.
  • Performs duties as assigned/necessary which are related, or logical in assignment to the position.

Operations

  • Oversees daily operations for fire suppression and EMS services. Provides leadership and management to Division Chiefs and Battalion Chiefs.
  • Plans for and anticipates emergency services needs, recommends response guidelines, works with administrative staff to identify station locations, develops plans to maintain and increase levels of service, assists in development of strategic plans, and implements operational programs.
  • Directs and assumes command of emergency incidents as necessary.
  • Assists in the development of departmental leadership by identifying strengths and areas of improvement within the operations; working with department training staff to develop training programs; mentoring direct reports; and teaching programs as needed.

Administration

  • Participates in the development of plans for negotiating with the bargaining unit. Resolves labor relation problems on a daily basis. Engages in negotiations with the bargaining unit and keeps those negotiations confidential.
  • Prepares and submits to the Fire Chief the annual Departmental budget consistent with the County's goals and objectives; ensures all functions and programs under charge are performed within established budgetary parameters, to include performing cost control activities, monitoring revenues and expenditures, and ensuring sound fiscal control.
  • Researches grant opportunities, drafts grant proposals and administers grant funding as directed.
  • Oversees operation, maintenance and repair programs for the Department’s facilities, equipment and fleet in conjunction with established programs; directs the maintenance of Fire Department records in accordance with modern fire practices.
  • Confers with architects, engineers, builders, building officials, professional associations, citizen groups and the general public to discuss matters of interest and necessity to the Department.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Education: Bachelor's Degree in Public Administration, Business Administration, or closely related field preferred.

Experience: Eight (8) years of progressively responsible experience in administration, supervision, and operations in a similar, liked sized Fire/Rescue and EMS Department with EMS transport, is required

Miscellaneous

  • Must possess and maintain a valid Florida Driver’s License.

Knowledge, Skills And Abilities

  • Ability to effectively plan, direct and manage a staff comprised of management and professionals and entry level management engaged in carrying out fire prevention, fire suppression, EMS, and hazardous materials control functions.
  • Extensive knowledge of fire behavior, fire ground operations, firefighting, forcible entry tactics, pumping apparatus, hydraulics, hydrant locations, water systems and drafting sources; extensive knowledge of the proper application/administration of all fire suppression equipment/apparatus.
  • Extensive knowledge of the classification, communication and authorization protocols regarding administering treatment to patients based on the nature and extent of the illness/injury and medical equipment, appliances, controlled substances and supplies.
  • Extensive knowledge of effective training principles and techniques for delivery of Firefighter/Paramedic in-house training in both field and classroom settings.
  • Extensive knowledge of inspection, testing, and inventory management requirements for all equipment, apparatus, tools, appliances, and supplies/materials of the assigned station.
  • Extensive knowledge of building construction methods and materials, and the application of such to the principles and techniques applied to pre-fire planning activities.
  • Extensive knowledge of the incident command system, mass casualty incident protocols, and the field operations guidelines applicable to the nature, extent, and type of incident.
  • Skill in both written and oral communications for delivery of training curricula, writing reports and maintaining associated records and documentation.
  • Ability to demonstrate leadership to the assigned unit in the areas of motivation, positive influence and personal challenge.
  • Ability to inspect the effectiveness of a large firefighting organization and to institute improvements.
  • Ability to address an audience effectively.

  • 50 pounds maximum lifting.
  • Frequent (up to 2/3 of the work time) lifting, carrying up to 25 lbs.
  • Expressing or exchanging ideas by spoken word or perceiving sound by ear.
  • Good eyesight for production or safety of self and others.
