What are the responsibilities and job description for the Grants Specialist position at Osceola County?
Tact and diplomacy are necessary as employee will have considerable contact with other employees, partner agencies, County administration, the Board of County Commissioners and other stakeholders.
- Initiates, plans, coordinates, and oversees assignments and projects.
- Leads or participates in cross functional project teams to identify, prioritize, and coordinate grant related activities, as the primary point of contact for county departments.
- Understands and applies policies and structure of federal and non-federal requirements pertaining to specific projects, including Uniform Guidance.
- Integrates administrative improvements to meet federal and state compliance requirements by supporting operations, finance, budget, and other processes.
- Researches and gathers required data to evaluate objectives, goals, and scope of projects and specifications.
- Prepares periodic reports on the fiscal status of grants and other resource programs.
- Oversees projects and creates reports for executive management.
- Ensures that document management processes such as capturing, recording, summarizing, and supplemental materials meet the necessary compliance and retention requirements.
- Evaluates and monitors progress on assigned subject matter area of responsibility, and reports findings to management.
- Ensures projects progress on schedule and addresses any delays resolving problems in a timely manner. Coordinates the strategic planning process for the development and implementation of integrated strategic plans, policies, and processes.
- Develops and establishes appropriate communications and manages a proactive approach to information distributed to all levels of County employees.
- Examines and evaluates best practices of other departments, governments, agencies, or private sector organizations for potential departmental process improvements.
- May supervise employees on an intermittent basis.
- Performs other duties as assigned/necessary which are related, or logical in assignment to the position.
Education: Bachelor’s Degree in Business Management, Public Administration, Financial Management, or a related field
Experience: Four (4) years of experience performing at the level outlined in the primary essential job functions.
Miscellaneous: Must possess and maintain a valid Florida Driver’s License. Local government experience is highly desirable.
- Comprehensive knowledge of federal, state, and local financing sources, as well as the capacity to identify potential funding sources.
- Knowledge of federal or state grant processes, including financial and programmatic reporting.
- Knowledge of budget, finance, and project management systems.
- The capacity to prepare financial and budget grant reports and interpret financial data.
- Exceptional written and verbal communication skills.
- Highly organized with attention to detail.
- The capacity to maintain confidentiality when handling personal information, such as employee pay or prospective projects, may be required for some grants.
- The capacity to meet and exceed imposed deadlines.
- Proficient in the use of Microsoft Office Suite or relevant software applications.
- Ability to compile data and perform a comparative fiscal and/or operational analysis.
- Skilled in identifying, analyzing, and isolating problems, and problem resolution.
- Ability to establish and maintain effective working relationships and communications with employees, co-workers, department management, businesses, other fiscal organizations, and the general public.
