What are the responsibilities and job description for the Lieutenant (Florida State Certified ONLY) position at Osceola County?
Under general direction, the purpose of the position is to perform responsible management work involving the training, review, and evaluation of subordinate Sergeants, Corporals, and Corrections Officers to ensure compliance with all departmental policies, procedures, and regulatory requirements applicable to the work. Employees in this classification function at the middle management level and are responsible for overseeing and ensuring the efficiency and effectiveness of facility operations. The employee works with considerable independence in the performance of regularly assigned duties, however, the employee may confer with the Captain in unusual or highly sensitive facility matters. The objective is to ensure the general welfare and safety of the Corrections staff, volunteers and inmates.

- Supervises, trains and evaluates Corrections Staff according to established procedures, departmental guidelines, and regulatory requirements applicable to the work; assists in formulation and delivery of training procedures and performs in-service training of Officers; conducts shift briefing to ensure dissemination of all pertinent information; enforces departmental rules, policies, and regulations; assists in the development and planning of emergency response, e.g., riots, fire.
- Supports Captain in planning, organizing, and implementing Corrections goals and objectives; coordinates and integrates all activities toward the achievement of established goals and objectives.
- Manages highly responsible care, custody, and control of criminal offenders in a detention/correctional institution; may respond to highly escalated circumstances; may observe, interact or supervise inmate activities to enforce order and discipline; monitors inmate housing, job, and program assignments. Will observe nudity and possible lewd acts.
- Ensures Corrections work is performed in compliance with all laws, rules, and regulatory standards governing the operations of the detention/correctional facilities and programs, and the confinement, safety, health, and protection of criminal offenders; ensure the safeguarding of all Corrections staff, property, and facilities within the scope of responsibility.
- Manages and leads scheduled and unscheduled rounds and inspections to enforce proper security, safety, and sanitation of facilities; searches inmates and cells for contraband articles; leads and manages critical inmate classification, count, and control while ensuring fire safety, key control, perimeter security; supervises inmate visitor screening.
- Attends and participates in Defensive Tactics training and Firearm qualifications as required; attends meetings to keep up with trends in probation issues, legislative changes, and safety.
- Maintains a variety of critical legal records and reports; prepares legal documentation; reviews incident reports ensuring accuracy prior to submitting to Chain of Command; reviews accurate agency Fight and Use of Force packets and submits to Chain of Command.
- Performs duties as assigned/necessary which are related, or logical in assignment to the position.
Education:
- Successful completion of a criminal justice command academy training (i.e. National Jail Leadership Command Academy, Florida Senior Leadership Program, Valencia Public Safety Leadership Program) or the ability to successfully complete a criminal justice command academy training* (i.e. National Jail Leadership Command Academy, Florida Senior Leadership Program, Valencia Public Safety Leadership Program). *Must apply for training within twelve (12) months of appointment to the position.
- Associate’s Degree from an accredited institution in Criminal Justice or related field preferred.
Experience:
- Seven (7) years of progressively responsible experience in a Certified Corrections position including four (4) years’ experience as a Certified Corrections Supervisor with a minimum of two (2) years of experience as a Certified Corrections Sergeant.
Required Certifications:
- Certified Jail Manager certification or apply to obtain within twelve (12) months.
- Must possess and maintain current Florida State Corrections Certification.
- Must possess and maintain current CPR and First Aid Certifications.
- Must possess and maintain a valid Florida Driver's License.
Miscellaneous:
- Must not have any discipline above a Written Reprimand in the last twelve (12) months.
- Osceola County one (1) year probationary period for certified staff must have been successfully completed.
- Ability to effectively manage a staff comprised of professional management personnel engaged in supervising/managing detention/correctional activities.
- Ability to understand and follow written and oral instructions; ability to clearly communicate information both verbally and in writing.
- Extensive knowledge of correctional facility operations; skill in the use and operation of handguns, and other handheld weapons; considerable knowledge of the signs and symptoms of substance abuse.
- Extensive knowledge of adult inmate care, custody, and control principles, practices, procedures, and systems; knowledge of law enforcement principles, procedures, techniques, and equipment.
- Extensive knowledge of pertinent federal, state, and local rules, regulations, ordinances, and other regulatory standards applicable to the work.
- Skill in reading, analyzing, and interpreting professional periodicals and journals, technical procedures, and legal documentation.
- Capable to work under stressful conditions; ability to analytically observe, and objectively and clearly report routine and non-routine, emergency, and non-emergency activities; skill in safe First Aide methods, procedures, and practices.
- Skill in the principles and techniques of customer relations skills; ability to deal diplomatically with irate, violent, or frantic individuals; ability to react quickly and calmly in emergency situations.
- Ability to work independently in an office and correctional environment; ability to prioritize work, organize and make sound judgments in inmate supervision; skill in analyzing and developing effective solutions; ability to investigate complaints.
- Must be able to perform intermittent physically demanding work; must be able to sit, stand, walk or climb stairs for extended periods of time.
- Skill in establishing and maintaining effective working relationships and communications with inmates, social service agencies, co-workers, department management, security and classification staff, members of the judiciary, and the general public.
- Must be able to work all shifts and overtime, as required.
- Ability to operate basic office and communications equipment, e.g., radio, computer terminals, printers, copy machines, telephone systems, and facsimile machines.
