Under limited direction, this position is responsible for overseeing all aspects of Solid Waste contract administration activities, including inspections, financial accounting, and customer service. Employees in this job classification function in a supervisory capacity to ensure vendor compliance with contract requirements. Work includes but is not limited to coordinating and monitoring the county-wide curbside collection and other solid waste-related contracts. The position requires collaboration with vendors, local municipalities, and other county divisions to maintain service standards, resolve contract-related issues, and enhance operational efficiency.

- Coordinates and monitors contract administration, compliance inspectors, and resolution of customer complaints.
- Supervises, trains, assigns, schedules, monitors, reviews, and evaluates the work of assigned staff.
- Coordinates updates to ordinances and procedures related to county-wide curbside collection and other solid waste contracts.
- Performs administrative functions related to Solid Waste management, including but not limited to budget preparation, financial analysis, cost control measures, expenditure tracking, and ensuring compliance with fiscal policies and regulations.
- Reviews and verifies the accuracy of the monthly payment for the residential curbside collection contract, ensuring proper reconciliation and compliance with contractual terms.
- Coordinates the creation and dissemination of Solid Waste related public information.
- Investigates and resolves contract-related problems and issues.
- Establishes and maintains record keeping systems, including spreadsheets and other software applications, to track and monitor contract compliance and fiscal records.
- Maintains relationships with local municipalities and neighboring county solid waste divisions to foster collaboration and coordination.
- Monitors citizen satisfaction, serving as a liaison between residents and vendors by evaluating waste haulers' performance, response times, and resolution of missed collections and other service complaints.
- Ensures vendor compliance with all contractual obligations, including legal requirements between Osceola County and collection vendors.
- Documents investigation findings, prepares appropriate dispositions, and distributes reports and correspondence to relevant personnel and management.
- Oversees the management of the customer call database, generating reports and making necessary adjustments regarding complaints and other essential details related to the collection program.
- Conducts on-site inspections to verify vendor adherence to contractual requirements and to uphold public safety standards.
- Performs duties as assigned/necessary which are related, or logical in assignment to the position.
Education: Bachelor’s Degree in Business Administration, Finance, or a closely related field.
Experience: Four (4) years’ responsible experience in monitoring contracts or an equivalent combination of education, certification, training, and/or experience that provides the requisite knowledge and skills to perform the essential job functions supplemented by at least one (1) year supervisory experience.
Miscellaneous: Must possess and maintain a valid Florida Driver’s License.
